On September 4, 2015, the Division of Water Resources (Division) received your application
dated September 3, 2015 requesting a 401 Water Quality Certification and Riparian Buffer
Authorization from the Division for your project. The Division has determined that your
application is incomplete and cannot be processed. The application is on -hold until the
following information is received:
In Section E. Stormwater Management and Diffuse Flow Plan, the application states
that a stormwater management plan (SMP) is required, but the site plan does not show
any stormwater best management practices. If the City of Raleigh is not requiring a .
SMP, then documentation needs to be included in the application to explain why. Also,
if the City of Raleigh is not requiring a SMP, then the application needs to include a
diffuse flow plan that the Division will review since this project is in the Neuse River
Basin and is subject to Neuse Riparian Buffers. [15A NCAC 02H .0506(b)(5) and (c)(5)]
Pursuant to Title 15A NCAC 02H .0502(c) and Title 15A NCAC 0213 .0233 (8), the applicant shall
furnish all of the above requested information for the proper consideration of the application.
If all of the requested information is not received in writing within 30 calendar days of receipt
of this letter, the Division will be unable to approve the application and it will be returned. The

Neuse Riparian Buffer Rules for this activity.
