Mr. Boss,

The wastewater treatment plant was found to be in violation of the SOC for the month of
October. Upon review of the data, it was found that we were out of compliance for the following,
weekly TSS, Monthly TSS, weekly BOD and monthly BOD. This is due to the continuing
problem with the shallow secondary clarifiers. This caused an upset in the clarifiers and allowed
solids to pass through. We are hoping the improvement to the diffusers will improve the
treatment process and allow for better settling in the secondary clarifiers. Work on the aeration
basin should wrap up this week. Work on the clarifiers is scheduled to begin immediately after
the aeration basin is completed. Should you need any further explanation or have any questions
