The NOV identifies violations pertaining to Collection System Permit No. WQCS00015 (Permit). Please see the information below and enclosed with this letter to assist the NC DWR in understanding Camp Lejeune's commitment to sustaining compliance with the Permit and other applicable regulatory requirements for controlling and abating water pollution. As we previously self -reported, the wastewater collection system on MCB CAMLEJ suffered a "sanitary sewer overflow" (SSO) on November 5, 2023. The SSO began after an electrical voltage spike at the transformer supporting pump/lift station TT99 (TT99) tripped TT99's control panel circuit breaker. After TT99 lost power, the TT99 diesel bypass pump failed to operate after its priming bulb stuck. The SSO occurred over approximately three hours before Camp Lejeune returned TT99 to service and took immediate action to remediate the site. MCB CAMLEJ estimated that approximately 500 gallons of untreated wastewater reached Northeast Creek. After conferring with NC DWR, we further remediated the site with lime and collected upstream, downstream, and outfall water samples in the creek. Our November 7, 2023, water samples showed no significant fecal coliform results.
