A site visit has been scheduled with DWR and the USACE to verify jurisdictional features on site and to verify intermittent/perennial stream determinations. Modifications may be necessary and/or additional information may be required upon conclusion of the site visit. • The site visit occurred on December 05, 2023. No modifications were requested. 2. Impact drawings provided do not indicate that riprap dissipators will be installed at culvert outlets. It is DWR's experience that energy dissipation is typically required by NCDEML or local government Sediment and Erosion Control program. Please clarify if riprap aprons are proposed and if so, please clearly show them as a separate entity in the table of impacts and on impact plan sheets and culvert profiles. • Revised drawings including the dissipater pad and impact table has been included within this response package. 3. The culvert at impact S2 does not appear to be in alignment with the stream channel at the outlet. Poor alignment typically results in streambank erosion and downstream sediment deposition. Please revise the culvert installation to provide better alignment with the stream channel. If proper alignment results in changes to impact lengths, please adjust the impact table and mitigation requirements accordingly. • The revised drawings include a revision to this culvert alignment. 4. The temporary impact S7 shows sewer line installation immediately downstream of the road/culvert installation. Please explain why the sewer line could not be installed within the roadway impact area to reduce impacts to the stream. • The sewer line has been designed in its proposed location due to the construction sequence and for maintenance/accessibility. The sewer line will be installed before the construction of the roadway. Additionally, if maintenance is required installing the designed alignment would prevent damage to the road. Charlotte Water will be operating the line once construction is completed. The line will be serving apartments in Phase 2 before the road construction. ATLAS Environmental, Inc. 338 S. It appears that the pond grading does not match the impactshading. • Impact S3 is for the permanent fill associated with the pond grading. Impact S9 is identified as secondary impacts. Please provide plans sheets and construction details which clearly show that all instream work will be conducted "in the dry". The impact table does not list any temporary impacts for dewatering during culvert installation. • All proposed in stream work will be completed in the dry by establishing a de -watering zone by using a pump around system to prevent flowing water in the work area. The pump around system includes one pump to move water around the work area and a second smaller pump to de -water seepage from the work area. The coffer dam will be constructed from non-erodable materials and will not alter the bed or banks of the channel. A pump around detail has been included within this response package. 7. For sewer line crossings of streams, where temporary impacts are proposed, please provide a stream restoration detail sheet. • A stream restoration detail sheet has been included within this response package.
