When dealing with a stabilization like this project where the design is constrained both by farming practices and property lines, profile is essentially determined by elevations at the start and stop locations of the proposed stabilization. That gives you your valley slope, which you cannot control. The design longitudinal profiles shown on the plans were developed by trying to stay close to existing elevations and by stepping the stream down at a uniform gradient with structure placement at the appropriate pool to pool spacing. We do not design from o single reference reach but from proven parameters depending on the region and watershed. For example, in this particular situation, the C4 stream type within o\/ollcy I'ync \/TII will cbuta1n our selection of reference reach parameters from successful pr jcuty and reference rcoubcy vvdbin similar ytrconz and valley types. In addition to design ratios we have developed from uonzpUodon ofbonkfullparameters from reference reach and successful pr jcutda1o, we also review design cross-section and longitudinal parameters from successful pr jcuty with similar sized watersheds and the yoznc ytrconz and valley type to determine proposed uroyy-ycudon and longitudinal parameters. All relevant proposed cross- section parameters are on the design. Longitudinal parameters such oy pool topool spacing, sinuosity, rodb/y of curvature, etc. are not explicitly stated but can be derived from the plan view ybccty. Z. As a Farm Bill funded project, this reach will be periodically spat checked for stability. The landowner will report any damage that may occur. Local field office personnel will inspect the site after each major storm event. 50% plant survivability is the minimum goal. The Division has determined that your application is incomplete and cannot be processed. The application is on hold until all of the following is addressed: 1. Provide design calculations including reference reach data and regional curve data to support your design. You may also provide any additional data (e.g. reference reach /existing condition /design cross - sections) that display that your design reflects conditions of a stable stream within the same hydrophysiographic region and similar sized watershed. 2. Provide longitudinal profile of existing stream with proposed longitudinal profile overlay. 3. Provide the length of stream proposed for stabilization /restoration in its current condition. This is the length of stream I will approve for impacts (assuming all requested information is received). 4. Explain who will oversee the construction process. 5. Condition 7 of Water Quality Certification 3885 requires that "All work in or adjacent to stream waters shall be conducted so that the flowing stream does not come in contact with the disturbed area." Provide a description of how you plan to meet this condition. 6. Provide a monitoring plan for the stabilized reach, including the stability of the channel and the success criteria for plants. Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the proper consideration of the application. If all of the requested information is not received within 30 calendar days of receipt of this email, the Division will be unable to approve the application and it will be returned. The return of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
