I am working on a project in Washington County, designing a 6" sanitary sewer force main to serve the County's Light Industrial Building. I am crossing a perennial stream, partially in the ROW and partially out of the ROW, and will be acquiring new easement at the crossing, into the stream. I am curious as to whether we need to submit a PCN for this crossing, since it is an allowable crossing with no mitigation required. Can y'all shed some light on this for me?
