Dear Mr. Belnick,
On behalf of Textron, Inc. (Textron), AECOM Technical Services of North Carolina, Inc. (AECOM) is
requesting a minor modification of National Pollutant Discharge Elimination System (NPDES
Permit) NC0084662 for the groundwater treatment system located at the former Homelite/former
John Deere Consumer Products facility in Gastonia, Gaston County, North Carolina.
Textron has completed the NPDES outfall relocation as specified in the Request for Minor Permit
Modification submitted to NPDES Complex Permitting Unit on June 6, 2014. As specified in this
letter, and approved by e-mail on June 9, 2014, the outfall was moved to a new location
approximately 50 feet downstream of the previous NPDES outfall. The previous NPDES outfall
location and the approximate new NPDES outfall locations are shown on the attached Figure 1.
The outfall relocation was completed during the week of June 15, 2015.
The June 9, 2014 e-mail referenced above indicated that a permit modification was not required for
relocation of the NPDES outfall location. However, the current NPDES permit expired on August
31, 2015, and a Request for Renewal was submitted on March 2, 2015. AECOM requests that the
NPDES outfall relocation be incorporated into the current NPDES renewal.
