WBS No. SC.093050. The North Carolina Department of Transportation (NCDOT) proposes to construct SR 1529 (Big Reid Road) in Warren County. This roadway improvement project will include grade, drain, base, pave, and erosion control for the project length of 0.97 mile. This project will involve permanent stream impacts including surface water fill and slight channel changes associated with a pipe replacement and rip rap armoring for bank stabilization as well as temporary stream impacts for dewatering. This project is within the Tar-Pamlico River Basin and does involve permanent buffer impacts. Application is hereby made for NCDENR-DWR Section 401 Water Quality Certification (WQC) for Road Improvements. A pre-construction notification, construction plan sketch, project mapping, and photographs are attached with this request. This project is in the Roanoke River basin and according to the NCWRC (NC Wildlife Resources Commission) database, only eastern elliptios have ever been recorded (and only in small numbers). A habitat assessment was conducted on April 5, 2011. UT to Bens Creek had incised stream banks, gravel, cobble and sand substrate, was approximately 5 ft wide, 1-12 inches deep, and a bank height of4 ft. There is no habitat for Tar River spinymussel or dwarf wedgemussel at this site, and neither species has been found in the Roanoke River basin. Describe the overall project in detail, including the type of equipment to be used: The existing 42ft long @ 21" RCP and 32ft long @ 36" RCP will be replaced with a 60ft long @ 95" x 67" aluminum pipe with aluminum headwalls. Rip rap will be installed underlined with geotextile for long term stability surrounding the mouth of the new pipe ends. Additionally slight channel changes are required on the inlet to align the two streams with the proposed pipe. The stream banks of the channel changes will be lined with geotextile and rip rap for long term stability. The NCDOT will also dewater the work zone as needed during construction.
