This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0039152. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. This inspection was conducted to determine whether the facility is being operated and maintained in compliance with NPDES Permit No. NC0039152. Bob Barr (ORC, RPB Systems) and Nelson Webb (Maintenance Facilities Manager) were present and assisted in the inspection. The following items were noted during the inspection: Recordkeeping: The ORC logs indicated that there was no flow for Outfall 002 on the months that sampling was not required. Mr. Webb indicated that there is continuous flow at Outfall 002, so that part of the log can be left blank if not sampling that month. Additionally, the eDMRs indicated no flow for Outfall 002 during the months that sampling was not required. Continue to add the Outfall 002 page in the eDMR, but leave it blank instead of putting "no flow". Sand Filter: The previous inspection indicated that the cleanout/access pipes along the distribution lines were not secured and could allow dirt and storm water to get into the system. At the time of the inspection, the pipes were secured and cleanout caps were installed. NC0039152 17 (Cont.) Overall, the facility is well-maintained and has a septic system and underground sand filter, so no process controls are used. Mr. Webb indicated that he checks the system Monday through Friday. Is a copy of the current NPDES permit available on site? Facility has copy of previous year's Annual Report on file for review? There were no issues for laboratory data and eDMRs for Outfall 001. For months where samples were not collected for Outfall 002 (only semi-annual sampling required), "NOFLOW" was selected on the eDMRs. Mr. Webb indicated that there is continuous flow for Outfall 002, so in the future include the Outfall 002 page, but do not select "NOFLOW". See summary for details. Number of tubes in use?1 Since only one chlorination tube is being used, only one dechlorination tube needs to be used. The dechlorination tubes are still in a confined space. As noted in the last report, the sand bags are still there, but Mr. Nelson indicated he believes it helps with dispersing the dechlorination tablets throughout the effluent.
