This letter is in response to NOV-2023-PC-0526 issued 10/25/23, "Unauthorized Bypass". On 10/17/23
we experienced a seal -water failure by a waste pump on our Actiflo high -rate primary treatment unit.
This caused an overflow from our waste well of approximately 600 gallons of primary sludge which
entered a nearby storm drain. The pumps and alarms were reset, the remaining sludge cleaned up, and
the system returned to normal state.
Although this was an unusual incident, we are investigating methods to prevent this from happening in
the future. Our Instrumentation & Control techs are adding a visual/audible alarm to the unit, and we
are looking at a possible overflow drain that would return any excess sludge to the RBC basins. Please
