Please keep us informed of progress related to these exceedances.
As your email indicated, we cannot provide any type of monitoring relief related to the exceedances unless you can
provide data supporting that the cause of the exceedance is beyond your control. We will review any information that
you submit. Sometimes, similar facilities have seen improvements in TSS and Fecal results with improved
housekeeping, improved rodent control, more frequent mowing, etc... We would encourage you to look at such
measures as you continue your Action Plan implementation and collect additional data.

Mr. Eplin,
I have attached the most recent sampling results for the Harrisburg site, these were also submitted through eDMR.
We had the following exceedances:
• SDO-1:TSS 406 mg/L(benchmark is 100) -still in Tier 3
• SDO-1: Fecal Coliform >7,000 colonies (benchmark is 1,000) - now in Tier 3
• SDO-3: Fecal Coliform 1,200 colonies—now in Tier 1
• SDO-3:TSS 101 mg/L—now in Tier 1
We will continue to address the exceedances by performing additional housekeeping including cleaning out basins and
replacing filter stone as needed.
We feel that the presence of the coliforms may be related to wildlife activity in and around the basins. I was able to
speak with Ms. Lily Kay in your office about seeking a monitoring relief request for coliform sampling. She explained
that upstream testing, photographic evidence, and a site visit by NCDEQto review housekeeping efforts would be
required. We have started to gather this data in hopes of submitting this request in the next few months. Please let me
know if you have any questions or need any additional information at this time.

Good afternoon Mr. Eplin,
I apologize for the delayed response. The owner implemented the plan immediately, however with what little rainfall
the site received between June and recent rainfall on 11/21 occurring outside of business hours on weekends, basin
discharge was limited. A sample from Basin 1 was collected on 11/21, but Basin 4 never discharged.
In addition, the accumulated silt was excavated from the basins to allow more settling time, and the owner installed Floc
Flats at the inlets of all basins. We expect sampling results back soon to evaluate the effectiveness of these measures.
