We are in receipt of your Pt review comments for Baylor Grove, located on Pageland Highway in Union
County,NC. Please find responses to the requested information below.
STORMWATER COMMENTS

1) Determination SAW2023-01529 is sufficient for documentation of wetland determination. Per 15A
NCAC 02H .1017 (10), surface water is water shown by the latest USGS topographic map. Relief
from surface water requirements may be allowed when surface waters are not present in accordance
with 15A NCAC 02B .0233(3)(a)*. Per 15A NCAC 02B .0714(4), "On-site determinations shall be
made by Authority staff that are certified pursuant to G.S. 143-214.25A." Please reach out to the
Mooresville Regional Office to coordinate an on-site determination. *Note: this rule has been moved
to 15A NCAC 02B .0714(3)(a).
Email correspondence with NCDEQ which states an on-site determination is not required is
included with this resubmittal package
2) On Sheet C-2.3, Section View — Ditch 5 the side slope of the ditch is listed as 2H:1V. Per 15A
NCAC 02H .1003 (2)(c)(i), side slopes shall be no steeper than 3:1 unless engineering calculations
and an on-site soil investigation demonstrate the soils and vegetation will remain stable in
perpetuity.
Calculations provided on sheet C-2.3 have been revised to show ditch 5 is stable with grass
lining(n=0.035)and 2:1 side slopes,and velocity is less than 4.5 fps
3) Supplement-EZ - lx original and lx hard copy of the Supplement-EZ Form is required per Sections
V&VI, 3 of the Application.
a) Cover Page, Line 7: Please include the width of the vegetated setback (a minimum of 30 ft
per 15A NCAC 02H .1017(10)). Even if an on-site determination from the regional office
determines that there are no surface waters located on-site, this value should be included on
the form(Lines 8 &9 can be left as"N/A"if there are no surface waters located on-site).

b) Calculations and the Supplement-EZ, Low Density, Line 15 call out the channel lining as
"S75" which is a temporary E&SC matting. Please note that the calculations for the swales
should reflect the swales in their permanent design configuration (if temporary E&SC
matting is used, it should not be reflected in the permanent design calculations). Please
revise accordingly.
Permanent ditch calculations have been revised to remove S75 channel liner & reflect
permanent grass cover with n-value of 0.035; see revisions clouded on sheet C-2.3. Line
15 of SuppEZ has been revised to remove reference of the S75 liner.
c) Low Density, Line 6 5 — This value should match the highest Vactuai value provided in the
swales table. Currently, that value is 3.64 fps, but this value may change when the Swale
Table is updated to reflect the permanent swale condition.
Line 5 has been revised to match the highest Vactuai value in the table
d) Low Density, Line 13 — Stormwater outlets shall be designed so that they do not cause
erosion downslope of the discharge point during the peak flow from the 10-year storm event
per 15A NCAC 02H .1003(5).
The response to line 13 was mistakenly marked as"no"and has been revised to"yes"
PDF versions of the revised documents are being uploaded to the link provided in the comment letter.
Hard copies of the revised documents are being delivered to the regional office. If you have any
