On behalf of Pulte Home Company LLC,we are providing additional information relating to a culvert revision
at Impact 5 for the Cambria project, an approximately 131.2-acre site located at 2121 New Bethel Church
Road in Garner,Wake County, North Carolina (the Site).This information is supplemental to the application
submitted September 8, 2023 and the response to Request for Additional Information (RAI)submitted
The revised Impacts Maps have been attached showing adjustments to Impact 5, revising the high flow
(floodplain)culvert from a 7'x 12' box culvert to a 60" reinforced concrete pipe (RCP)culvert. This revision
was prompted by a value engineering peer review of the sizing of the original twin box culverts. The review
determined the floodplain culvert could be downsized based on an additional watershed study taking into
account a range of hydrologic methods. While the hydraulic models show that the primary culvert is
sufficient to pass the 100-year peak discharge with enough freeboard, the floodplain culvert is retained for
the purpose of providing relief on the stream channel during bankfull events.The primary(low flow)culvert's
12' width is sized to match the existing stream channel. Although the average stream width varies in this
area, the stream width at the entrance and exit of the culvert is 12' wide based on stream width
measurements taken by Timmons Group personnel on 10/27/2022. Per previous revisions baffles have
been added to further ensure aquatic life passage and maintain compliance with Regional Condition B.9.
This revision does not result in any changes to wetland or stream impact totals. Riparian buffer Zone 2
permanent impacts remain unchanged, but remaining buffer impacts changed as follows: permanent Zone
1 impact decreased from 17,207 sq ft to 16,732 sq ft, temporary Zone 1 impact decreased from 3,456 sq ft
to 3,392 sq ft, and temporary Zone 2 impact increased from 2,088 sq ft to 2,090 sq ft.
This revision did not result in any changes to mitigation requirements.
For ease of review, all impact tables are included below. Revisions made during the RAI response are
highlighted in green. Revisions resulting from the current culvert revision are highlighted in orange.All other
ENGINEERING I DESIGN I TECHNOLOGY
impact amounts remain the same as reported in the Pre-Construction Notification (PCN) application dated
09/08/2023.

The proposed project will result in 0.1993 acres of permanent wetland impact (of which 0.0158-acres is
indirect loss and 0.1835-acres is from direct permanent impact), and 0.0354-acres of temporary wetland
impact(of which 0.0055-acres will result in permanent conversion from PFO to PEM).
Impact 6 was revised in the RAI response due to the field work conducted by Timmons Group to collect the
flags for W5 with GPS, sub-meter accuracy. The impact maps were updated based on this field work and
therefore, the wetland impacts at Impact 6 have changed from the initial PCN application.
Impact 15 was added to the impact maps due to the indirect loss of connectivity for Wetland W9. This
impact will be mitigated at a 1:1 ratio.
All other impact amounts remain the same.

The project will result in 268-linear feet (0.0577-acres) of permanent stream impact, of which 215-linear
feet (0.0496-acres)will result in permanent loss (remaining 53-linear feet/0.0081-acres consists of no loss
impact associated with dissipator pad installation), and 96-linear feet (0.014-acres) of temporary stream
impact.
Impact 5 impacts changed in the RAI response due to the redesign of the culvert underneath the proposed
roadway, Cambria Avenue. Culvert#2A is a 7'xl2' box culvert with baffles.Additionally, based on guidance
from the USACE and DWR, floodplain benching has been designed in Stream B, which has increased the
permanent stream impact at Impact 5 (CWI-2.7).
The original Impact 12 was removed due to a redesign of the sewer construction. The sanitary sewer line
is now proposed to be installed using jack and bore underneath the stream. This will only result in buffer
impacts and no longer will be impacting the stream because the sanitary sewer easement will be accessible
from both sides of underground stream crossing (CWI-2.19).
The current Impact 12 is due to drainage construction for the installation of an SCM outlet and dissipation
pad at the streambank of Stream B. Impact 14 is also due to drainage construction for the installation of an
SCM outlet and dissipation pad at the streambanks of Stream A. The redesign of the outlets are at the
request of the Town of Garner. The outlets had previously been designed outside of Zone 1 and Zone 2 of
the riparian buffer.
All other impact amounts remain the same.

6i. Comments:
The project will result in 3,392 square feet of temporary Zone 1 impact, 2,090 square feet of temporary
Zone 2 impact, 16,732 square feet of permanent Zone 1 impact, and 15,592 square feet of permanent Zone
2 impact.
Impact 5 buffer impacts have increased since the initial application due to bank stabilization along the curve
of the stream at the culvert outlet. Additionally, based on guidance from the USACE and DWR, floodplain
benching was designed in Stream B, which has increased the buffer impacts at Impact 5 (CWI-2.7).
Additional changes due to the current culvert revision include a decrease in permanent Zone 1 impact due
to road fill and benching from 6,563 sq ft to 6,088 sq ft, a decrease in temporary Zone 1 impact for the 5'
construction buffer from 1,197 sq ft to 1,133 sq ft, and an increase in temporary Zone 2 impact for the 5'
construction buffer from 603 sq ft to 605 sq ft.
The following revisions were included in the previously provided RAI response. Impacts 2, 3A, and 3B
decreased buffer impacts due to the redesign of the sanitary sewer line and drainage construction for SCM
outlets and dissipation pads. Impact 4 increased buffer impacts due to recalculations for the greenway
construction. Impact 10 included two new buffer impacts due to drainage construction and a dissipation pad
off of Hebron Church Road and into Zone 2 of the buffer of Stream B. Impacts 11 and 13 were added as
Zone 2 buffer impacts due to a 5' construction buffer needed for lot construction and grading. Impact 13
was revised to include buffer impacts to Zone 2 due to grading. Impact 14 was added due to drainage
construction for the installation of an SCM outlet and dissipation pad at the streambanks of Stream A. The
redesign of the outlets were at the request of the Town of Garner.The outlets had previously been designed
outside of Zone 1 and Zone 2 of the riparian buffer.
All other impact amounts remain the same.
