Subject:
Compliance Evaluation Inspection
Permit # WQ0003301
Facility: 618 Virgil Road
Durham County
On December 14, 2023, Jim Westcott from the Raleigh Regional Office visited your Single-family
residence wastewater treatment and spray irrigation system to evaluate compliance with the
subject permit. The permittee was not available at the time of the inspection.
The facility is permitted for the operation a .0006 (MGD) wastewater treatment and irrigation
facility consisting of a .0012 gallon septic tank; a 300 ft2 subsurface sand filter (two filters, size
unknown); a distribution box; a tablet chlorinator with a 75 gallon chlorine contact chamber;
a .0024 gallon storage/pump tank with a 23 gpm irrigation pump; a 0.34-acre spray irrigation area
with six full circle sprinklers; and all associated piping, valves, controls, and appurtenances with no
discharge of wastes to surface waters.
The permit, which was issued June 20, 2018, is effective through December 31, 2023. Division
records indicate the required annual fee for the period ending June 30, 2024, due July 01, 2023, has
been paid.
Findings during the inspection were as follows:
1. Treatment system Operation: The wastewater treatment system shall be effectively maintained
and always operated so there is no discharge to surface waters, nor any contravention of
groundwater or surface water standards. The treatment system components are to be inspected
weekly and monthly by the permittee.
At the time of inspection, the permittee was not available to evaluate the components of the
system.
2. Pumping the septic tank. You are required to inspect the septic tank annually to determine if
solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out
every five years or when the solids level is found to be more than 1/3 of the liquid depth in the

septic tank compartment, whichever is greater. A pumping company can check the status
periodically and determine when pumping is required. The non -discharge permit requires the
permittee to retain records associated with residuals disposal for a period of 5 years. A receipt of
the volume of residuals removed from the facility was not available at the time of inspection.
Within 30 days of receipt of this letter, please forward a contract receipt showing the volume of
residuals removed from the facility.
3. Disinfection: The system uses a tablet chlorination disinfection unit for disinfection of
wastewater. The chlorination tablet disinfection system provides effective disinfection and reduces
harmful bacteria from entering the environment. The chlorine tablet disinfection system should be
checked weekly to ensure proper disinfection of the wastewater prior to spray irrigation. The
tablet chlorinator was located at the time of inspection. The tablet feeder was secured and
could not be determined if tablets were evident in the chlorinator. The supply of the correct
tablets was not verified at the time of inspection. The control junction box with visual high-
level indicator was located and was found to be unsecured and the electric controls to the
irrigation/dosing pump not plugged in to the GFCL Please forward documentation and/or a
maintenance receipt for these repairs along with documentation of the correct chlorination
tablets to this office within 30 days of receipt of this letter,
4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of
the proper operation of the spray and irrigation system and that the sol is assimilating the disposed
treated wastewater with no surface runoff, and that no objectionable odors are being generated.
Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the
problem. At the time of inspection, the spray irrigation system was not evaluated for proper
operation. The spray field vegetative cover was in good condition, there was no evidence of
surface runoff or ponding. A section of the fence needs to be repaired. All spray heads were
intact and appeared to be in good operational order.
Please continue to periodically inspect and evaluate the wastewater spray irrigation system
components are properly maintained and operating as designed. Maintain all associated
operational records onsite for a period of five years as required by the subject permit.
If you have questions or comments about this inspection or the requirements to take corrective
action (if applicable), then please contact Jim Westcott at james.westcott@ncdenr.gov or 919-791-
4247.
Sincerely,
ocuSigned by:
