ROGERS, JR. Director Nate Portfield 2600 Baptist Road Durham, NC 27703 Mr. Porterfield, NORTH CAROLINA Environmental Quality December 8, 2023 Subject: Compliance Evaluation Inspection Permit # WQ0037465 Facility: 2600 Baptist Road Durham County On December 5, 2023, Jim Westcott from the Raleigh Regional Office visited your Single- family residence wastewater treatment and spray irrigation system to evaluate compliance with the subject permit. The assistance of Mr. Porterfield at the time of inspection was appreciated. The facility is permitted for the operation .00048 (MGD) wastewater treatment and irrigation facility consisting of a .00125-gallon precast septic tank with a baffle -wall and effluent filter; a .001 gallon recirculation tank with a 13 gallon per minute (GPM)/2 horsepower (hp) recirculation pump and a float tree; a 600 GPM EZ-Treat Pod filtration system; a dual -bulb 10 GPM ultraviolet (UV) disinfection unit; a .0035 gallon field dosing storage tank with a 28 GPM 1 hp field dosing pump and a float tree; a 55 GPM flowmeter; a control panel with audible/visual high-water alarms, and a rain sensor; a 0.56 acre drip irrigation area with four zones; and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. The permit, which was issued November 8, 2021, is effective through March 31, 2028. Division records indicate the required annual fee for the period ending May 31, 2024, due June 2, 2023, has been paid_ NORTH CAROLI D J North Carolina Department of Environmental Quality I Division of Water Resources Raleigh Regional Office 1 3800 Barrett Drive I Raleigh, North Carolina 27609 919.791.4200 DocuSign Envelope ID: 414713D6-62C74A46-A173-1B2706BE34EE Findings during the inspection were as follows: 1. Treatment system Operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. The treatment system components are to be inspected weekly and monthly by the permittee. At the time of inspection, the permittee gave a comprehensive tour of the facility. The system components were not tested or evaluated at the time of inspection. The permittee provided a service contract with David Brantley and Sons specifying the terms of the inspection and maintenance agreement. 2. Pumping the septic tank: You are required to inspect the septic tank annually to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping company can check the status periodically and determine when pumping is required. The non -discharge permit requires the permittee to retain records associated with residuals disposal for a period of 5 years. New day septic provides contract services for David Brantley and Sons when required. The volume of residuals in the septic tank was measured at 10" February of 2023. 3. Disinfection: Your system uses an ultra -violet (UV) light system for disinfection of the discharged wastewater. A UV disinfection system provides effective disinfection and prevents/limits harmful bacteria from discharging to the environment. Unless the UV disinfection unit is monitored by telemetry, the unit shall be checked weekly. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as needed to ensure proper disinfection of the discharged wastewater. The permittee provided a service contract with David Brantley and Sons specifying the terms of the inspection and maintenance agreement. 4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of the proper operation of the spray and irrigation system and that the sol is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of inspection, the drip irrigation system was not evaluated for operation. The field vegetative cover was in good condition, there was no evidence of ponding. The perimeter fencing was secured. Terms of the service contract include the following: clean both the effluent and spin filter, check float function in both the recirculation and drip dosing tank, observe and record flow rates, check operation of all solenoid valves, evaluate residuals level(s) in all tanks, walk fields and check for and repair leaking emitters. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed.
