WBS # 1.1048111 The North Carolina Department of Transportation is requesting the issuance of a Nationwide Permit 3 and 401 Water Quality Certification for the replacement of a culvert structure on SR 1121 (Juniper Bay Road) in Hyde County. The culvert structure is located on SR 1121 approximately 0.44 miles east of the intersection with SR 1124 (Quarter Road). The culvert stiucture is located in a drainage canal within the Swan Quarter Watershed, approximately 0.53 miles upstream from a flood control st�vcture. The canal leads to Juniper Bay Creek, which is classified by NCDWR as class "SC;ORW" waters. The existing culvert structure consists of (2) 42" X 30' CMP's. These culverts will be removed using NCDOT's guidelines for culvert removal. The proposed 77" X 55" X 50' CAP will be placed on the existing alignment as shown in the permit drawings. The proposed pipe will be placed one foot below the surveyed stream bed elevation. Due to the lengthening of the pipe and rebuilding of the road shoulder, approximately 325 sq. ft. of fill will impact the open waters of the canal. The sheet pile installation and dewatering process may result in minor temporary disturbance to the vegetated banks. This project will require the clostue of SR 1121 for several days, and an off-site detour will be utilized. This temporary closare will be coordinated with the local county officials and conducted during a time period which minimizes the impact to the traveling public. The proposed 77" X 55" X 50' CAAP will be placed as shown in the provided permit drawings. The new pipe will be buried 1 foot below the stream bed elevation. Once the pipe is in place and back filled, a new roadway surface and grassed shoulder will be established. Some temporary disturbance to the vegetated banks will likely occur from the dewatering process. The canal banks will be stabilized following NCDOT erosion control BMP's, including the use of rip rap for stabilization. the project will impact approximately 325 sq. ft. of open waters due to the longer pipe and rebuilding of the road shoulder.
