Edwards Property Impact Area 4 Summary
Impact Area 4 is an aerial gravity sewer main crossing over Buffalo Creek. The extension
will serve the Edwards Property by connecting to the Hollybrook Pump Station just to the
east of Buffalo creek. Boring underneath the creek was considered but not found to be
feasible given the size and elevation difference of the area. The crossing location was
selected as the narrowest width of the floodway to minimize impacts.
The sewer main is to be installed in a thirty foot wide corridor that will remain a City of
Raleigh Public utility easement. Concrete Piers to support the sewer line in its
encasement pipe are placed approximately every fifty feet along the pipe.
A hydraulic study has been conducted to determine the impact that the piers will have on
the flood elevation. To offset the flooding impacts on the property as well as adjacent
properties upstream, an additional area of bench inside the floodplain is proposed where
the existing grade will be cut appropriately two feet. This approach will enable a no -rise
certification with local floodplain approval and avoid a FEMA Letter of Map Revision
permitting which would immensely delay permitting and construction. The area outside
of the utility easement is 0.269 Acres and was designed so that the length of the impact is
less than 150 LF (parallel to the creek). This disturbance will not result in a loss of
wetlands and the area will be replanted with native species, including bald cypress, which
is native to Buffalo Creek. Buffalo Creek is the western most extent of bald cypress in
this part of North Carolina and this species is well suited to the often flooded conditions
in this particular wetland.

This document confirms that Dependable Development Inc. (Applicant) for the Edwards Property (Project) has
expressed an interest to utilize 0.20 Wetland Mitigation Credits from the EBX-Neuse sponsored Neu -Con Wetland
& Stream Umbrella Mitigation Bank, specifically 0.20 wetland credits from the Meadow Spring Site in the Neuse HUC
03020201. As the official Bank Sponsor, EBX-Neuse I, LLC, attests to the fact that mitigation is available for
reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate purposes
by the Bank Sponsor, until payment in full is received from the Applicant resulting in the issuance of a Mitigation
Credit Transfer Certificate by the bank acknowledging that the Applicant has fully secured credits from the bank and
the Banker has accepted full responsibility for the mitigation obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the purchase price.
Banker shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and a documented copy of the
debit of credits from the Bank Official Credit Ledger(s), indicating the permit number and the resource type secured
by the applicant. A copy of the Mitigation Credit Transfer Certificate, with an updated Official Credit Ledger will also
be sent to regulatory agencies showing the proper documentation.

Dear Mr. Ward,
Wildlands Holdings III, LLC, owned and operated by Wildlands Engineering, Inc., currently has sufficient riparian
wetland credits from the Falling Creek Umbrella Mitigation Bank: McClenny Acres II Mitigation Site to partially
satisfy the stream and/or wetland mitigation requirements related to the above -mentioned project. The project
is located within the Neuse River Basin of the service area (HUC 03020201) of the Bank.
This letter is simply a statement of availability of credits as of the date written. It is neither a guarantee of
future credit availability, nor a guarantee of credit pricing. Credits are sold on a first come, first serve basis at
the Bank's price at the time an invoice is requested. Invoices reserve both the credits and the price for a period
of 30 days.
Final transfer of the credits will be made upon receipt of a copy of the US Army Corps of Engineers
Compensatory Mitigation Responsibility Transfer Form approving the Stream and/or wetland mitigation
purchase from the Bank and upon receipt of your payment to Wildlands Holdings III, LLC.
