Jessi, After a review of the subject application, I have some items that need to be either addressed or clarified before processing may continue. • The Base has traditionally used Bachelors Delight mitigation bank for their mitigation needs. Is there a reason this bank can't be used, otherwise please use Bachelors Delight mitigation bank for credit needs. Currently there is no attached reservation letter. • Regarding minimization why can't this project use the existing crossing just downstream for the access to the MEF site. Additionally, if the existing crossing is no longer necessary can restoration at this location take place? • There is no profile drawing of the stream but what justification is there for rip rap on both the inlet and outlet? Also, there is no cross section drawing showing whether or not the rip rap will be buried to stream bed elevation as stated in regional condition 8. If it will not be justification will be necessary to waive this condition, please provide cross section drawings showing the intent. • Drawing CS 202 does not show the proposed pipe in the thalweg of the channel which would conflict with regional condition 9 "The dimension, pattern, and profile of the stream above and below the pipe or culvert should not be modified". Please provide better drawings overall showing plan view, cross section, and as previously stated profile view to understand if Regional Conditions have been met. Make sure to include the stream centerline on the profile drawing. • Dewatering is specified please show where these devices will be positioned on the profile drawing. If you have any questions about this correspondence, please let me know. The Corps will be looking for a response within 3 weeks (Jan 23, 2024) otherwise the application will be withdrawn.
