RE: Additional Information Request, Dennis Earl Stream Stabilization Project (DWR
Project #20150775), Burke County
Thank you for your response. Please provide the range of values and /or ratios used in your design of the proposed
stream pattern and profile. The values do not need to come from a single reference reach. Parameters derived from
successful projects of similar stream type and valley type will be acceptable.

Thank you for your follow -up and comments on the Dennis Earl project. I'm the designer and will also be the inspector
during the construction phase of this project.
1. Provide design calculations including reference reach data and regional curve data to support your design. You
may also provide any additional data (e.g. reference reach/existingcondition/design cross'sections) that display
that your design reflects conditions of a stable stream within the same hydrophysiographic region and similar
sized watershed.
Our design ualozlodonyandoyyunzpdonyibr8dyandznoytcvcryoLbcrp jcut come from data and observations taken
from years of successful pr jcuty implemented in the region using Natural Channel Design techniques. We do not design
from o single reference reach but from proven parameters depending on the region and watershed. For example, in this
particular situation, the C4 stream type within o\/ollcy I'ync \/TII will cbuta1n our selection of reference reach parameters
from successful pr jcuty and reference rcoubcy vvdbin similar ytrconz and valley types. In addition to design ratios we have
developed from uonzpUodon ofbonkfullparameters from reference reach and successful pr jcutda1o, we also review
design cross-section and longitudinal parameters from successful pr jcuty with similar sized watersheds and the yoznc
ytrconz and valley type to determine proposed uroyy-ycudon and longitudinal parameters. All relevant proposed cross-
section parameters are on the design. Longitudinal parameters such oy pool topool spacing, sinuosity, rodb/y of curvature,
etc. are not explicitly stated but can be derived from the plan view ybccty.
Z. Provide longitudinal profile of existing stream with proposed longitudinal profile overlay.
Wc feel that the proposed data shown iyyuifiuicnt for successful implementation. Also, becau ctbcpropoycdytrconz
pattern does not always correspond to the existing stream pattern, o longitudinal pno6lcovcrlayofcziydngandpropoycd
conditions would be difficult to urca1c and interpret. While the existing longitudinal profile was extensively surveyed and
considered during the design process, the proposed profile is what will bcbuilt during construction. T'bc proposed profile
ties into existing conditions at the beginning and end of both of the tributaries and will be very close to the existing prof"lle
every time d crosses the existing channel.
3. Provide the length of stream proposed for sta bi I izatio n/resto ration in its current condition. This is the length of
stream | will approve for impacts (assuming all requested information is received).
l,2OO Linear Feet
4. Explain who will oversee the construction process.
Me. Either myself or another member of the North Carolina DS0/\-NRCS Area l engineering staff will bconydcduring
all bank grading and structure placement activities.
S. Condidon7ofVVaterQua|ityCertifcaton3OOSrequiresthat"AUvxorkinoradjacenttostreamvxatersshaUbe
conducted so that the flowing stream does not come in contact with the disturbed area." Provide a description
of how you plan to meet this condition.
All measures will bc taken tokeep cUytudranuc and sedimentation to o minimum while uonybuudon activities are
underway. T'bcpr jcut will bc broken up into approximately 500 LP pboycy and will bc yccdcd and matted immediately
after completion of grading and structure construction in each section. Currently, the two ytrcozny are in direct contact
with at least 300' of vertical mass - wasting banks. The construction process will result less sedimentation than current
conditions and of course we hope that the end result will result in long -term hank stability with zero hank erosion.
6. Provide a monitoring plan for the stabilized reach, including the stability of the channel and the success criteria
for plants.
As a Farm Bill funded project, this reach will be periodically shat checked for stability. The landowner will report any
damage that may occur. Local field office personnel will inspect the site after each major storm event. 50% plant
survivability is the minimum goal.

Subject: Additional Information Request, Dennis Earl Stream Stabilization Project (DWR Project #20150775), Burke
County
William,
On August 3, 2015, the Division of Water Resources (Division) received your application dated July 21, 2015, requesting
a 401 Water Quality Certification from the Division for the subject project. The Division has determined that your
application is incomplete and cannot be processed. The application is on hold until all of the following is addressed:
1. Provide design calculations including reference reach data and regional curve data to support your design. You
may also provide any additional data (e.g. reference reach /existing condition /design cross - sections) that display
that your design reflects conditions of a stable stream within the same hydrophysiographic region and similar
sized watershed.
2. Provide longitudinal profile of existing stream with proposed longitudinal profile overlay.
3. Provide the length of stream proposed for stabilization /restoration in its current condition. This is the length of
stream I will approve for impacts (assuming all requested information is received).
4. Explain who will oversee the construction process.
5. Condition 7 of Water Quality Certification 3885 requires that "All work in or adjacent to stream waters shall be
conducted so that the flowing stream does not come in contact with the disturbed area." Provide a description
of how you plan to meet this condition.
6. Provide a monitoring plan for the stabilized reach, including the stability of the channel and the success criteria
for plants.
Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested information for the
proper consideration of the application. If all of the requested information is not received within 30 calendar days of
receipt of this email, the Division will be unable to approve the application and it will be returned. The return of this
project will necessitate reapplication to the Division for approval, including a complete application package and the
appropriate fee.
You may provide your response via email or US mail to the address noted below.
Feel free to contact me if you have any questions.
