The application includes Attachments #1-10. The following is a summary of the attachments submitted with the application: • Attachment #1 is a narrative description of McDowell's treatment process. • Attachment #2 provides additional information requested in Section 1.6. Inadequate space was available to record 'Other' environmental permits. • Attachment #3 summarizes the contractor information requested in Section 1.25. • Attachment #4 addresses Section 2.2 and explains the ongoing work that CLTWater does to minimize inflow and infiltration. • Attachment #5 includes the topographical map required in Section 2.3. • Attachment #6 includes the plant flow schematic required in Section 2.4. • Attachment #7 provides the scheduled improvements as requested in Sections 2.5 and 2.6. • The data in Table A is summarized for the time period of March 2022 through October 2023. • For Table 8, all parameters are summarized from March 2022 through October 2023 except for TRC, Oil and grease, and TDS. Since these parameters are a part of the annual Effluent Pollutant Scan, they were summarized for the past 4.5 years (May 2019 through October 2023), in order to provide a larger data set for these parameters. • For Table C, annual Effluent Pollutant Scan parameters results were also provided for the past 4.5 years (May 2019 through October 2023). These are easily recognizable since they are represented by only 5 data points. All the other parameters listed in Table C were summarized using the time period from March 2022 through October 2023. Given that CLTWater has no additional data to report, CLTWater did not complete the chemical addendum sheets set forth in Table D. • Attachment #8 includes a list of current components to be included in the "Supplement to the Permit Cover Sheet". • Attachment #9 includes the Priority Pollutants Analysis reports with organics results that have been completed by this facility since the last permit renewal. • Attachment #10 includes information that supports CLTWater's request for continuation of reduced monitoring frequencies for conventional pollutants. Charlotte Water is in the process of updating ail Wastewater Treatment Plant (WWTP) facility names to Water Resource Recovery Facilities (WRRF's). CLTWater is requesting that the name of McDowell Creek WWTP be changed to "McDowell Creek WRRF" in the issuance of the draft and final permits. Please note that some of the parameters for which data has been submitted in this application have two method detection limits. This is due to a change in the sensitivity of the analytical method or a change in the requirement to use a different analytical method and/or report to a lower detection limit during this permit cycle. See instructions and 40 CFR 122.21(e)(3). EPA Form 3510-2A (Revised 3/19) Page 21 Attachment #1 McDowell Creek WRRF Narrative of Treatment Processes McDowell Creek is a 12 MGD BNR WRRF. Liquid Processes Wastewater enters the plant through a 36-inch gravity sewer line and splits between two manholes. Flow then enters the headworks and influent pumping station through two 48-inch gravity sewer lines. Flow entering the headworks separates into two screening channels and passes through two %-inch mechanical bar screens. The lift station maintains a pumping capacity of 50 MGD with the first stage lift pumps. Screenings are compacted and conveyed to a dumpster loading area common with the grit dumpsters. After screening, influent flow is routinely equalized through a 1.3 MG day tank. During excessive rain/flow events, flow may be sent to a 12 MG storm equalization basin. Average daily flow to the plant is 5.8 MGD. From the day tank/storm EQ basins, flow is sent to two primary clarifiers with a combined volume of 500K gallons or 6 MGD of treatment capacity. Each primary clarifier feeds a Biological Treatment Basin (BTB). The two biological treatment basins are a 5-stage Bardenpho Process Design with anaerobic, anoxic, oxic, post -anoxic, and re -aeration zone to have optimal phosphorous, nitrate, and NH3 removal. Each BTB has treatment design of 3 MGD and a volume of 1.57 MG. Flow leaving the BTBs is sent to three 1 MG final clarifiers for secondary treatment. Combined secondary effluent from all the final clarifiers is sent to the deep bed sand filters (EF-1 and EF- 2) for filtration and UV disinfection. Post UV disinfection, flow can be sent to membrane filtration units for additional treatment if necessary. Filtered effluent from the membrane filtration system and the effluent filter structures will be combined and sent to the cascade aeration structure where re -aeration takes place. The cascade aeration structure will discharge through a 48" line into McDowell Creek. The plant effluent discharges to McDowell Creek, which flows into McDowell Cove, which then flows into the Catawba River and Mountain Island Lake. Solids Processing and Biosolids Management at McDowell Creek WWTP McDowell Creek WRRF operates primary digesters with an average detention time of 30-40 days. The average total solids content of the sludge (RAW and TWAS) being sent to the primary digester is 3.0 - 4.0%. Average sludge flow to the primary digesters is between 40-50k gallons/day. McDowell Creek WRRF is currently operating one secondary digester with a volume of 480k gallons. The average total percent solids for the digested sludge at McDowell Creek WRRF is 1.5 - 2.0%. For thickening and dewatering purposes, McDowell Creek WRRF uses two 1.5-meter gravity belt thickeners and two 2- meter belt filter presses. Dewatered solids are belt conveyed out of the dewatering building onto a covered storage pad onsite. They are stored here before being hauled off. The average cake material is 13% solids. All biosolids produced at McDowell Creek WRRF are Class B and are land applied in both North and South Carolina (if they pass all required testing and conform to 40 CFR Part 503). All non -conforming solids are landfilled.
