The project will consist of the installation of a new 20-inch water main in a proposed 20-foot wide permanent utility easement located within the Chason Ridge Drive right-of-way and
parallel to Beaver Creek. Project begins at an existing 24-inch DIP at Skibo Road and ends at an existing 24-inch DIP along Cliffdale Road in Fayetteville, Cumberland County, North
Carolina. The proposed easement is approximately 3,200 LF in length.

Fayetteville PWC has an existing 16-inch water transmission main which serves to connect two 24-inch water mains which currently convey water to a portion of PWC's High Pressure
Zone (HPZ). The HPZ includes a Re -Pump Facility which houses one 5-million-gallon pre -stressed concrete storage tank. Water demand during daytime hours is reducing the water levels
in the storage tank. PWC currently fills the storage tank during low water demands which results in low-pressure problems within a portion of the distribution system (-30 psi). Through
hydraulic modeling, PWC has identified that this existing 16-inch transmission main is the reason for the hydraulic issues.

The project will consist of the installation of a new 20-inch water main in a proposed 20-foot wide permanent utility easement located within the Chason Ridge Drive right-of-way and
parallel to Beaver Creek. Project begins at an existing 24-inch DIP at Skibo Road and ends at an existing 24-inch DIP along Cliffdale Road in Fayetteville, Cumberland County, North
Carolina. The proposed easement is approximately 3,200 LF in length.
The project consists of the installation of approximately 3000 linear feet of 20-inch linear of water transmission main to be installed mostly via open cut but includes three trenchless
crossings. Equipment likely consists of bulldozer's, backhoe's, excavator's, boring machine and other equipment the contractor may deem necessary for installation.

E. Impact Justification and Mitigation

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Alignment alternative evaluation was performed for three (3) possible alignments, two of which were proposed
to be installed within Cliffdale Road while the third option was more cross country.
Phase I Environmental Site Assessment (ESA) was performed as well as wetland determinations.
Cliffdale Road alignment alternatives would have resulted in the need for bypass pumping of a large diameter main, the addition of bore and jack installa
tions with complications of installation related to UST's
traffics signal poles and power poles, the possibility of contaminated soil and/or groundwater conditions
Evaluation included cost, utility conflicts, constructability, impacts to public rights -of -way and NCDOT
roadways, NCDOT restrictions and the potential for environmental remediation.
Chosen alignment does not result in service interruptions requiring bypass pumping and eliminated the REC's identified in the Phase I Assessment.
The new water main parallels an existing sanitary sewer main that traverses through the wetlands and
of which PWC already has a maintained easement which limited the amount of new maintained easement through the wetlands.
Topography was evaluated and ultimately limited the option of shifting the chosen alignment to avoid impacts to the wetlands and stream.
Wetland and stream impact on the southern side of the railroad are temporary as there is no access to
this easement without a permanent stream crossing which is not being proposed to reduce the impact.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Temporary tree protection fences, silt fence, compost socks, slope stabilization, anti -seep collar, straw net with liner, stream bank rip -rap restoration,
temporary inlet protection.
Silt fence outlets will be installed at all low spots and anywhere water is pooling. They will provide silt fence around all borrows/stockpile/waste areas, all
layouttstaging areas, and along either side of all temporary construction access roads/corridors.
At all stream crossings, they will set up a pump with suction and discharge hose, install up -stream coffer dam, complete work in dry areas, restore
stream, and remove up -stream coffer dam. Then, install downstream coffer dam, complete work in dry areas, restore stream, and remove downstream
coffer dam. The pump will run continuously while working in the stream. Stream banks will be stabilized at the end of each day.
They will open a trench, install the water line, and backfill the trench at the end of each day. When backfilling unpaved areas, stabilization will be
installed. When stabilizing wetland crossings, the contractor will plant seed per seeding schedule. Additionally, they will stabilize wetland and stream
crossings at the time of actual crossing, and will use extreme caution to ensure the areas are stabilized and that no sediment encroaches downstream of
the crossings.
Spoil placement will be on the upstream side of the trench only. Any additional excavated material is to be hauled off and disposed of in an approved
landfill.
Dewatering will be done through a silt/sediment filter bag.
Perform seeding and mulching, and restore trenched areas to original grade with vegetation and/or paving. Once all groundcover has all been
reestablished, they will contact NCDEQ for site inspection before removing the temporary erosion control measures.

There is clearing and grubbing that will be needed through the easements for the installation of the water main but will be minimized as much as
possible. The majority of the installation will be within an existing sewer easement.
