Kittrell Hill Nutrient Offset and Buffer Mitigation Bank (or Parcel) is located approximately
1.8 miles northeast of Farmville in Pitt County, NC. The Bank Parcel Development Package
(BPDP) was approved in 2020 under the Kittrell Hill Mitigation Banking Instrument (MBI)
between the North Carolina Division of Water Resources (DWR) and Eco Terra, the Bank
Sponsor.
The Parcel is approximately 18.3 acres situated along a tributary of Oldwoman Branch, a
direct tributary to Little Contentnea Creek. The Bank Parcel is located in a targeted local
watershed (TLW) within the Neuse River Basin, 14-digit hydrologic unit code (HUC)
03020203070030. The Bank was approved for riparian buffer credit (RBC) and nutrient
offset credit (NOC) in the service area designated by Neuse River Basin HUC 03020203,
commonly called Neuse 03. The Bank is on track to generate 363,817 RBC and 21,147.061
lbs nitrogen NOC.
1.1 Project Goals
Project goals and objectives are consistent with those specified in the 2018 Neuse River
Basin Restoration Priorities (RBRP). As stated in the RBRP, restoration of riparian buffers
and adjacent riparian areas to address agricultural runoff is a high priority for this 14-digit
HUC TLW. Continued Bank success assists DWR in meeting the following goals of the
RBRP:
1. Reduce agricultural runoff (i.e., nutrients and sediment)
2. Restore/support terrestrial and aquatic habitat with a riparian corridor
3. Protect the Parcel in perpetuity
1.2 Existing Site Conditions
The Parcel was successfully planted in 2020 with native trees and shrubs and is now at the
end of the fourth (4th) full growing season of successful buffer restoration. The Parcel
contains approximately 18.3 acres of historically agricultural fields, now planted with native
tree and shrub species, situated along two unnamed tributaries of Oldwoman Branch (UT1
and UT2). The restored Parcel is set within a larger 80-acre parcel and surrounded by
agricultural fields farmed for row crops. Historical aerials show that land use has been
consistent since 1950, including the configuration of both channels. As Figure 1 illustrates,
UT1 enters the project Parcel from the headwaters of a small flatwood drainage area, then
joins UT2 before going underneath Kittrell Hill Road and flowing into Oldwoman Branch.
Both UT1 and UT2 are characterized as ditches in their upstream portions before
consolidating into intermittent streams.

Restoration activities saw buffers and adjacent riparian areas replanted up to 200 feet from
the top-of-bank of streams and viable channels, thereby removing rotating crops and
fertilizer inputs. The restored Neuse riparian buffer and adjacent riparian areas will filter
runoff from the surrounding farm fields and provide shading to improve stream
temperatures and aquatic habitat. Vegetative success criteria was confirmed at all plots,
with stem densities ranging from 760 to 1,160 stems per acre.
Riparian buffer and adjacent riparian area restoration was accomplished in accordance
with the Consolidated Buffer Mitigation Rule (15A NCAC 02B .0295) and the Nutrient
Offset Credit Trading Rule (15A NCAC 02B .0703). Viable areas within 200 linear feet of the
top-of-bank of subject streams, as measured from top-of-bank landward, were planted
and devoted to generating riparian buffer mitigation credits. Mitigation credits generated
are listed in Table 2 as based upon the DWR Buffer Mitigation Calculation Tool v2 (January
2020).
Parcel construction was completed in late March and early April 2020, following mitigation
plan approval. Eco Terra and supporting team members successfully planted and restored
the proposed areas dedicated for riparian buffer and adjacent riparian area restoration
with native hardwood seedlings, shrubs, and both temporary and permanent seed covers.
Because the land within the Parcel had been historically used for row crops, it required
minimal soil disturbance to install the plants.
3.1 Riparian Area Restoration Activities
In accordance with the Mitigation Plan, restoration of riparian areas involved the planting
of one- and two-year old bareroot trees in zones specific to soil and site conditions. A
combination of machine and manual planting techniques were used depending on site
conditions. Native hardwood seedlings and shrubs were distributed evenly across the site
at an approximate 10 ft x 6 ft spacing. Approximately 14,500 stems (821 stems/acre) were
initially planted within the riparian areas designated for restoration, followed by a
supplemental planting of 4,500 stems the subsequent dormant season to increase species
diversity from five to 10. It is expected that the initial planted density will be sufficient in
meeting the performance standards of 260 trees per acre at the end of five years, as
outlined in Rule 15A NCAC 02B .0295 and the MBI.

The Mitigation Program Requirements for Protection and Maintenance of Riparian Buffers
(15A NCAC 02B .0295) set forth specific performance criteria for the successful
development and closeout of the Bank. Performance criteria consists of annual monitoring
of planted stems and standardized vegetation plots including: individual plot photo
documentation; overall site photo documentation; and biannual visual assessments for
easement integrity, invasive species and/or herbaceous competition, stem mortality, stand
health, incidental damage from agricultural equipment, and stem loss/damage from
natural causes (such as fire, disease, or animal behavior). Figure 1 illustrates the location
of project easement, fixed vegetation plots, and photo points.
4.1 Vegetation
Seventeen (17) fixed vegetation plots were established according to the most recent
Carolina Vegetation Survey (CVS) protocol within the restored buffer area. Representative
vegetation plots were established at a minimum density of 2% of the planted area.
Specifically, vegetation monitoring was obtained for all plots according to the CVS-EEP
Level I Protocol for Recording Vegetation manual, v4.2 (2008). Monitoring year four (MY4)
vegetation stem data is included in Table 3. In summary, all vegetation plots met success
criteria by averaging 906 stems/acre, 3.9 vigor, and a stem height of 197 cm.
4.2 Photo Reference Stations
Site reference photo points were taken at designated points along the conservation
easement boundary, providing an overall view of project success (Appendix 2). Individual
plot photos were taken at the approximate southwest corner (origin) of each plot and are
included in Appendix 3. All photo points were located by survey and georeferenced for
map production to provide a consistent means for photo replication annually, or in the
event a plot or photo location must be reestablished during the monitoring period. Photo
orientation (direction and bearing) were recorded as well as approximate vertical position
for consistency in photo logging.
4.3 Visual Assessments
Additional observations were made of site conditions and vegetation conditions outside
of monitoring plots. An October 2023 site observation revealed a broken plot corner post.
The 5-ft PVC has since been replaced. Biannual visual assessments will continue in order
to appropriately monitor changing site conditions and address any issues to ensure Site
success and performance criteria are met in subsequent monitoring years.

4.4 Annual Reporting Performance Criteria
All monitoring reports, including this annual report, will be compiled and submitted to
DWR annually in accordance with the MBI. Annual monitoring will occur for a minimum of
five years or until performance criteria are met.
4.5 Maintenance and Contingency Plans
Any Parcel observations identified through vegetation plots or visual assessments,
whereby the performance criteria is not met, will be noted and discussed in the annual
reports and addressed with a contingency plan as necessary. DWR will be notified and, if
necessary, collaborate with Eco Terra to develop a contingency plan with remedial action
steps to correct the performance criteria deficiency. Any contingency plan and remedial
actions will occur within an agreed timeframe and monitoring adjusted accordingly, if
necessary. Parcel problem areas will be monitored biannually to ensure performance
criteria are met following any remedial action.
