On February 8, 2023, Melissa Joyner and Evangelyn Lowery-Jacobs from the Fayetteville Regional Office of the Division of
Energy, Mineral and Land Resources(DEMLR),conducted a site inspection forthe Taylor Express,Inc.facility located at 5417
US 301 S., Cumberland County, North Carolina.A copy of the Compliance Inspection Report is enclosed foryour review.Mr.
Eli Canedo,Shop Managerwas also present during the inspection and his time and assistance is greatly appreciated.A Permit
Contact Update Request Form was sent to you prior to the inspection but this form may not have been received and/or
updates have not been made to our database yet showing you as the permit contact for this permit. The site visit and file
review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG080000 under Certificate of
Coverage NCG080261. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters
designated as an Unnamed Tributary to Rockfish Creek, a class C waters in the Cape Fear River Basin.
As a result of the site inspection, the following permit condition violations are noted:
1) Stormwater Pollution Prevention Plan (SPPP)
Per Part B...A Stormwater Pollution Prevention Plan (SPPP) has not been properly developed and implemented.
2) Qualitativel Monitoring
Per Part D, Section D-1...Qualitative Monitoring has not been conducted and/or recorded in accordance with permit
requirements.
3)Analytical Monitoring
Per Part E, Section E-1-E-4...Analytical Monitoring has not been conducted and/or recorded in accordance with permit
requirements.

Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.
Requested Response
You are asked to respond to this office, in writing, within 30 calendar days from receipt of this notice. Your written
response should include a reasonable explanation as to why the aforementioned violations have occurred as well as a
Plan of Action to prevent these violations from recurring.

Action Items
1. Immediately fully develop and implement the facility's Stormwater Pollution Prevention Plan.
2. Immediately conduct and record Qualitative Monitoring.
3. Immediately conduct and record Analytical Monitoring.
Thank you for your attention to this matter. This office requires that the violations, as detailed above, be properly
resolved. These violations and any future violations are subject to a civil penalty assessment of up to $25,000 per
day for each violation.

Inspection Summary:
Melissa Joyner and Evangelyn Lowery-Jacobs met with David Wiebusch, President and Eli Canedo, Shop Manager at the
Taylor Express, Inc.facility. The Stormwater Pollution Prevention Plan (SPPP)was reviewed. There had been a change of
the permit contact for this facility. Prior to the inspection, the Permit Contact Update Request Form was emailed to
personnel at the facility. The form has not been submitted yet and our database has not been updated. Per General
Stormwater Permit NCG080000 requirements the following had not been implemented: 1. The annual review and update of
the SPPP.; 2. A list of significant spills over the last three years or the notation that no spills had occurred.; 3. An annual
feasibility study about alternatives to current practices.; 4.A quarterly Stormwater Facility Inspection Program; 5. An annual
documentation of Employee Training; and 6. An annual evaluation of non-stormwater discharges from the outfall.A Solvent
Management Plan will need to be developed and included in the SPPP.Quarterly Analytical and Qualitative Monitoring have
not been conducted. On the facility grounds, the Best Management Practices being utilized and the outfall was observed
with no issues noted.
