This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0089893. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) The Yadkin River Water Treatment Plant has Grade I Physical -Chemical treatment under NPDES Permit # NC0089893. The subject permit became effective July 1, 2020, and expires on June 30, 2025. Facility has a design potable flowrate of 13 MGD and a maximum monthly average wastewater discharge of 0.49 MGD. Discharge is into an unnamed tributary of Richardson Creek, Class C waters, in the Yadkin -Pee Dee River Basin. During the on -site inspection and records review it was noted that flow rates are above permitted limits. Facility is reported as having issues with start-up and as of the date of inspection, has not started producing potable water for distribution. Flow is to be reported in Million Gallons per Day (MGD). Effluent discharge was clear with no visible suspended soilds at point of discharge from Outfall #001. Discharge pipe stops short of creek and flows down gradient, overland, to creek creating erosion and turbidity issues. Effluent should be in a pipe or lined constructed channel to discharge into Ut of Richardson Creek. Please note that construction of discharge point on creek may require a 404 and/or 401 Permit.
