Operation and Maintenance Plan
Description
Influent to the plant flows through an influent ultrasonic flow meters which continuously
monitors the influent flow to the facility. Flow is then directed through the headworks system
which provides preliminary treatment (screening and grit removal) necessary to prepare the
wastewater for subsequent biological treatment processes.
The plant headworks consist of a mechanical bar screen with an auxiliary manually cleaned bar
screen, a vortex grit removal system with associated 100 gallons per minute (GPM) air lift unit,
grit classifier and adjustable flow splitter box.
From the headworks the flow is directed to one of three 422,500 gallon sequencing batch reactor
(SBR) tanks each with a 100 GPM sludge wasting pump and three 1,595 cubic foot per minute
(CFM) positive displacement blowers. The flow continues through a traveling bridge filter unit
consisting of two 507 square foot filter beds discharging to one of two 4,900-gallon clear wells
with two 400 GPM pumps returning the backwash water to the head of the plant. The effluent
flow is monitored by a turbidimeter and disinfected by UV.
The effluent disposal system is a 1,032,000 gallon per day reclaimed water utilization system
consisting of a 250,555 gallon pump well with a lined wet weather storage of 22.5 MG. There
are two 400 GPM pumps and two 700 GPM pumps with flow meters to irrigate 191 acres of
utilization area.
General Operational Requirement and Plan
The Ocean Isle Beach Regional WRF will employ appropriately certified wastewater treatment
plant operators on staff to operate, monitor, and maintain the treatment process and equipment.
General operational responsibilities include, but are not limited to the following:
1. Comply with NCDEQ rules and regulations.
2. Monitor, operate, and maintain the treatment facilities.
3. Maintain required records of treatment operations, maintenance, residuals disposal,
effluent flow and quality, WRF usage, chemical usage, etc.
4. Perform required compliance testing in accordance with permit requirements.
• Plant personnel meet all sampling protocols as outlined in permit. In the event
unsatisfactory results are obtained, plant effluent is diverted to the 5-day upset
pond until acceptable results are attained.
5. Submit monitoring and other reports as required by NCDEQ.
6. Implement operational procedures for dealing with emergency situations.
7. Comply with safety rules and regulations.
8. Report any line breaks or spills to the proper authorities.
9. Utilize SSO Response and Reporting procedure (attached in DRAFT form -it is currently
under review to incorporate additional steps to include Construction staffing for events
requiring additional resources).
General Maintenance Requirements and Plan
Maintenance of the wastewater treatment and disposal system generally includes, but is not
limited to the following:
1. Provide preventive maintenance of equipment as required per manufacturer's instructions
including valves and valve actuators, pumps and motors, chemical feed systems,
headworks screen system, blowers, instrumentation and controls, samplers, etc.
2. Prepare a preventive maintenance schedule, keep maintenance records updated.
3. Maintain necessary tools and supplies on -site for proper repair, maintenance, and
calibration of equipment and controls for proper operation and control of process
equipment and systems.
4. Perform field sampling, testing, and process control activities required to optimize the
performance of the facility.
5. Repair any broken equipment or piping leaks as required.
6. Keep spare parts, piping repair equipment, etc. in inventory for emergency use and
repairs.
7. Provide for removal of compacted screenings from the plant site to the sanitary landfill.
8. Coordinate pickup and removal of digested biosolids by a licensed sludge hauler and
handler for ultimate residuals disposal.
9. Provide for general housekeeping and grounds maintenance.
Residuals Management Plan
1. The influent fine screen system is designed to remove solids larger than approximately 2
mm particle size. The screenings are washed and compacted to facilitate handling and
pickup for ultimate disposal by a licensed hauler to a landfill.
2. A vortex grit removal system with associated 100 gallons per minute (GPM) airlift unit
pump with a screenings washer and grit classifier is used to remove grit. The grit is
discharged into a container to facilitate handling and pickup for ultimate disposal by a
licensed hauler to a landfill.
3. The waste activated sludge (WAS) system consist of a 422,500 gallon aerated sludge
holding tank served by the same three 1,595 cubic foot per minute blowers as the SBR's.
and a 200 GPM sludge removal pump. Digested sludge solids will be disposed of via
contract by licensed sludge haulers.
Provisions for Safety Measures
Public access to the wastewater treatment system, ponds, and infiltration basin system is
restricted by either perimeter fencing or locked gates. The membrane lined upset pond provides a
minimum of 5 days of storage that can be used for emergency containment of wastewater.

1. Purpose
This procedure aims to provide a clear and effective plan for responding to and mitigating
the impact of sewage spills, protecting public health and safety, preserving the environment,
and complying with regulatory requirements. This procedure also outlines the reporting
requirements for sewer overflows, ensuring timely and accurate communication with the
appropriate regulatory agencies and the public.
2. Scope
The scope of this procedure covers all sanitary sewer systems currently being managed and
maintained by Brunswick County. This procedure encompasses all aspects of sewer overflow
management, including initial response, containment, and cleanup, reporting and
communication and post -incident evaluation and follow-up. The procedure also includes
provisions for coordinating with regulatory agencies and Public Utilities Department
responders, as well as communicating with the public about the impacts of the sewer
overflow and any necessary precautions.
This procedure is intended to be consistent with applicable state and federal regulations, and
to support the goal of protecting public health, safety, and the environment. Particularly, the
North Carolina General Statutes (N.C.G.S.) reporting requirements as outlined in N.C.G.S.
143.21S.1C.
3. Definition & Terminology
BCPU or Brunswick County Public Utilities - the department who oversees the county's
water and wastewater management.
BIMS or Basin Wide Information Management System - DEQ reporting portal for
incidents relating to SSO, Bypasses, Spills and related complaints.
Division Superintendent or Superintendent or Supt. - refer to either the Wastewater
Collection Division Superintendent or Wastewater Treatment Division
Superintendent.
DWR or Division of Water Resources- Division under DEQ who is responsible for the
environmental protection and quality of the State's surface water and groundwater,
and to ensure safe drinking water for its residents.

NCDEQ or North Carolina Department of Environmental Quality also referred to as DEQ-
oversees the state's environmental programs and regulatory functions including air
and water quality, waste management, and coastal management. NDEQ was preceded
by the Department of Environmental and Natural Resources (NCDENR).
N.C.G.S. or North Carolina General Statutes is defined as "the official North Carolina legal
code, a collection of the statewide laws in force at the time of publication regardless
of when they originally became law" by North Carolina Legislative Publications:
Statutes.
ORC Operator in Responsible Charge (ORC) Owners of classified water pollution control
system shall designate operators certified by the Commission of the same type and
grade as the classification for the system and for each classification.
SSO or Sanitary Sewer Overflow - Occurs when untreated sewage or wastewater is
discharged from a sanitary sewer system before it reaches the treatment facility.
WIRO or Wilmington Regional Office - NCDEQ regional office that serves the Brunswick
County area.
WWTP or Wastewater Treatment Plant also referred to as Wastewater Treatment Facility

4. Responsibility
Brunswick County Utility Department Managers are responsible for executing this
procedure and ensuring that this procedure is communicated to their respective division.
The Managers are also responsible for arranging training and workshops to help implement
this procedure effectively.
Below is the hierarchy of roles specific to this procedure. Note that roles might not equal to
the official designation of the employees involved in this procedure.

The responsibilities mentioned above are specifically applicable to this procedure. However,
it is important to note that there might be additional responsibilities associated with the
overall task or role beyond this procedure.
The Public Utilities Director or his designee shall, periodically, review the effectiveness of
this procedure and make changes as necessary to maintain efficiency of operations.

5. Procedure
The following guidelines are provided to ensure Brunswick County personnel follow the
appropriate steps in the event of an SSO. N.C.G.S 143-21S outlines the rules and reporting
requirements to NCDENR -Division of Water Resources (DWR). Provided below are both the
N.C.G.S. reporting requirements as outlined in N.C.G.S. 143.215 1C (a1) (b1) (b2) (Sanitary
Sewer Overflow Reporting Requirements) and the County's SOP (this procedure) for
ensuring those requirements are met.
Response
Upon receiving the notification of a potential SSO, a Response Team (to be determined by
Division Superintendent or in their absence the ORC ) will be deployed to carry out the steps
detailed below. Note that primary and secondary points of contact are available at the end of
this procedure.
Step 1: BCPU gets notified of SSO.
• During normal business hours, the Division Superintendent and ORC shall be
notified immediately by the party receiving notification of a potential SSO. Typically,
this will be Utility Dispatch. It may also include Plant Operations staff notified via
the 24-hour number listed on treatment facility and pump stations. The on -call
Supervisor is the point -of -contact outside normal business hours. Once the on -call
Supervisor is notified, they will notify the Division Superintendent and ORC (upon
their absence, refer to the backup ORC or, in order, the Deputy Director -
Wastewater Operations, Utilities Director, or Deputy Director -Design and
Construction)
The Response Team supervisor (leader of Response Team designated by
Superintendent or ORC) shall be responsible for both gathering and providing
information to the Division Superintendent (or ORC if Division Superintendent is
not available).At a minimum, this information shall consist of the location (nearest
physical address), start time, amount, discharge to surface waters, etc.
The Division Superintendent shall notify the Deputy Director, WW Operations of the
SSO once the pertinent information has been gathered.
Step 2: Response Team shall determine/ verify the source of the SSO. Upon verification of
SSO, verify the following information:
• Location (point of discharge)
• Determine if spill is caused by blockage, equipment failure or damage to sewer
system. If the SSO is believed to be caused due to a utility strike (negligence,

(digging with no locates, etc.) then the Response Team Supervisor shall contact
Jason Eaves, Safety Officer for investigation.
Response Team Supervisor ) shall develop a plan of action, to include isolation of
equipment, repair, and additional resources needed. In some cases, the Construction
Division may be needed to initiate repairs of damaged infrastructure. In this event
the Construction staff shall work in conjunction with the Response Supervisor to
complete the required repairs. The Response Team Supervisor will determine the
additional resources needed i.e. Construction resources, traffic control, additional
equipment, etc. and shall communicate the request for additional resources to the
Division Superintendent. The Division Superintendent or ORC shall contact the
Construction Division for dispatch to site.
Step 3: Response Team Supervisor shall direct the response team in the mitigation and
repair of the SSO per determined plan of action. Consider actions below:
"Note -if excavation is required, emergency utility locates, shall be called into NC811. **
• Ensure members of response team are utilizing proper PPE while mitigating SSO.
• Contain and isolate the SSO per best practice.
• Prior to beginning an excavation, the competent person shall be identified.
• Complete repair/mitigate SSO utilizing best practices.
• Where possible, block all access to any waterways, such as storm drains, creeks, or
other entry points.
• If at any point during repair or mitigation, additional resources are needed, on site
Response Supervisor shall request additional resources (personnel or equipment).
• If utilized, estimated volume of wastewater recovered if utilizing vac or pumper truck
shall be recorded.
• After repairs are completed, stabilize the entire area with lime.
• Sampling- Collection system ORC or in their absence Back-up ORC to contact the
West Brunswick Regional WWTP Laboratory staff to request fecal coliform samples
to be taken both upstream and downstream of the area in which the untreated
wastewater reached surface waters. If the SSO/spill takes place after regular working
hours/weekends the ORC shall request the samples the next business day.
Step 4: The Response Team Supervisor shall document the actions taken and be prepared
to report information as below:
• Exact location (nearest physical address)
• Time - record time incident began, time SSO/spill was isolated, time SSO/spill
repaired, time system returned to normal operations.
• Determination of volume (Utilize SSO/spill determination guide -attached)

• Determine if has the SSO/spill reached surface waters.
• Isolation efforts / action taken to resolve the SSO/spill along with resources used - all
equipment utilized (vac truck, pump truck, excavator, etc.), repair material and
number of personnel.
• Any other pertinent information (cause if known, etc.)
• Document event and the actions taken - pictures of failure, corresponding repair (if
applicable), nearby landmarks for reference, etc.
Step 5: Division Superintendent and/or ORC are to verify job completion and fill out DWR
CS-SSO Report and any other necessary reports (refer to Reporting section) using the
information at the end of Procedure S.
Reporting
Brunswick County shall, per guidance provided by NCDEQ, regarding all system wide
collection system permits report a discharge to the Division of Water Resources no later than
24 hours following first knowledge of the occurrence of either of the following:
N.C.G.S. 143-215 requires the following:
1C (a1) Report Discharge of Untreated Wastewater to the Department. - The owner or
operator of any wastewater collection or treatment works for which a permit is issued
under this Part shall report a discharge of 1,000 gallons or more of untreated wastewater
to the surface waters of the State to the Department as soon as practicable, but no later
than 24 hours after the owner or operator has determined that the discharge has reached
the surface waters of the State. This reporting requirement shall be in addition to any other
reporting requirements applicable to the owner or operator of the wastewater collection or
treatment works.
1C (b) Publication of Notice of Discharge of Untreated Wastewater - The owner or operator of
any wastewater collection or treatment works, the operation of which is primarily to collect
or treat municipal or domestic wastewater and for which a permit is issued under this Part
shall:
(1) In the event of a discharge of 1,000 gallons or more of untreated wastewater to the
surface waters of the State, issue a press release to all print and electronic news media
that provide general coverage in the county where the discharge occurred setting out
the details of the discharge. The owner or operator shall issue the press release within
24 hours after the owner or operator has determined that the discharge has reached the
surface waters of the State. The owner or operator shall retain a copy of the press
release and a list of the news media to which it was distributed for at least one year after

the discharge and shall provide a copy of the press release and the list of the news media
to which it was distributed to any person upon request.
(2) In the event of a discharge of 15,000 gallons or more of untreated wastewater to the
surface waters of the State, publish a notice of the discharge in a newspaper having
general circulation in the county in which the discharge occurs and, in each county,
downstream from the point of discharge that is significantly affected by the discharge.
The Secretary shall determine, at the Secretary's sole discretion, which counties are
significantly affected by the discharge and shall approve the form and content of the
notice and the newspapers in which the notice is to be published. The notice shall be
captioned "NOTICE OF DISCHARGE OF UNTREATED SEWAGE" The owner or operator
shall publish the notice within 10 days after the Secretary has determined the counties
that are significantly affected by the discharge and approved the form and content of
the notice and the newspapers in which the notice is to be published. The owner or
operator shall file a copy of the notice and proof of publication with the Department
within 30 days after the notice is published. Publication of a notice of discharge under
this subdivision is in addition to the requirement to issue a press release under
subdivision (1) of this subsection.

In addition to this, BCPU has provided supplementary guidelines for SSO/Spill reporting to
ensure that the reporting process is comprehensive and covers all possible aspects of the
spill. These guidelines are summarized as follows:
• BCPU Collection/Wastewater Treatment Superintendent shall inform affected
municipality via email or phone, of any SSO/spill that is reportable to DEQ and has
occurred within the corporate boundary of the municipality. (See step 2 below)
• BCPU shall inform County Officials of any SSO/spill that is reportable to DEQ. (See
step 3 below)
• Any notification of SSO/spill, regardless of volume and reach, shall be documented
for BCPU internal reporting.
• BCPU shall retain copy of Reports (internal and external to BCPU), Notice to Public
and Press Release for at least 5 years after the incident is reported.

of contacts in the absence of the main personnel identified in the following procedure.

Below are the steps for the reporting procedure:
Step 1: In the event the SSO/spill reaches surface waters as outlined in N.C.G.S. 143.215 -1C
(b1) or (b2) above, the responsible Superintendent or ORC within 24 hours shall:
✓ Arrange reporting of the incident to NC DEQ Regional Office (see Step 3)
✓ Inform relevant County Official and municipalities affected (see Step 2)
✓ Alert both the BCPU Admin Assistant and Communications Director there is an
impending press release to be published using the "PUBLIC NOTICE OF
DISCHARGE OF UNTREATED WASTEWATER" template, located on the S/Drive
here: Notice of Discharge of Untreated Waste. (see Step 4)
Step 2: The Superintendent will determine if local municipalities are to be contacted.
Division Supt. or in their absence ORC shall contact the municipality via phone call or
email to the to share the SSO/spill incident information as available (refer to contact
information below).
The Deputy Directors or Director will determine when to call or email the County
Manager and other County Official to give notification and updates.
Step 3: In parallel to Step 2, and immediately after the above notifications are complete, the
ORC or backup ORC (or Superintendent) shall make notification to the DEQ
Division of Water Resources (DWR), Wilmington Regional Office (WIRO) at 910-796-
7215.

In the event the SSO/spill occurs outside of normal business hours (8:30 AM to 5:00 PM -
Monday through Friday), contact the DEQ Afterhours Emergency Management
telephone number 800-858-0368 or the 24-Hour Watch Center - 919-733-3300.

**Note- If the SSO/spill is ongoing or a determination has yet to be made of volume,
inform DEQ that calculations are being performed and will be reported once verified.
The determination of volume shall be verified with the Deputy Director or Director in his
absence prior to finalizing the report to DEQ.**
Contact with DEQ will result in the ORC being provided a BIMS number (DEQ incident
tracking software) or in the case of contacting the afterhours Emergency Management
number an incident number that must be reported to DWR, WIRO office the following
working day.
The ORC or Backup ORC shall gather and formalize all information gathered during the
SSO/spill and formalize the report in BIMS within 5 days of the incident. All correspondence,
information, photos shall be captured and stored on the S/Drive for the appropriate division.
Step 4: The press release shall be submitted for review to the Deputy Director, Wastewater
Operations. After approval, the Division Superintendent shall forward the press
release to BCPU Administrative Assistant during normal business hours for
publication to the required media outlets. If the incident occurs on weekends or
Holidays, the press release shall be forwarded to the County Communications
Director for publication (CC Admin. Assistant). The Deputy Director, Wastewater
Operations shall be copied on all correspondence.
**Note- Division Supt or ORC shall notify Admin Asst./County Communications Director
of intent to publish a press release once mitigation/repair has been completed. This
notification allows them to be prepared to publish the notification. It is imperative that
the press release be published within 24 hours of initial notification of the untreated
wastewater reaching surface waters**
Step 5: Documentation - All information captured above shall be provided to the appropriate
Division Superintendent and ORC/Back-up ORC and added to the incident folder
within the S/Drive.
