Thanks for sending in the revised plan with the shaded Flood Zone. That's such an odd flood zone
line, I think it's all based on elevation (Some are based on historic flood events). Looks like there's
just enough elevation to pull certain areas out of the flood zone.
Brunswick County has a Flood Zone administrator/agent, does Pender County also have such a
person? If so did they have a chance to review this project?
I was finally able to generate my Section 7 Concurrence letter for USFWs to review. The 15 day
mandatory review date for them expires on December 30, 2023.

Entrance location:
-Is the southern entrance over the stream a county requirement? Can this entrance be moved to a
different location that would avoid the stream impacts?
NCDOT owns a portion of the tract along Hoover Rd (shaded on site plan) and the applicant is not
authorized to access the site through their property. The only access to the site is through the
smaller parcels in the southwestern part of the project area that the owner purchased
specifically for site entry. The width of the road crossing has been minimized as much as possible.
NC SHPO:
-There's a 1940's Craftsmen house (PD 0307) located across the street from this project. I saw
that SHPO had no comments for this project. Looks like the proposed work will not affect or
impact this structure.
Agreed
FEMA Flood Zone:
-Looks like some of the proposed ditch work will take place within the flood zone. Can you send
me a plan that has the flood zone on it (maybe put this in shading or in light blue, etc). Impact OW
#1 (page 14) and OW #2 (page 15) both have flood zone and non -flood zone impacts, they're both
almost directly beside each other? The NWP 29 can't be used in a flood zone, but the NWP 18
can. The different work needs to be separate and easily seen.
The 100-yr floodplain was shown on the site plan as a dotted black line and the engineer has revised
the plan to show it as an orange hatch so it is easier to see (attached). The floodplain line weaves in
and out of the ditch impact area. Jurisdictional ditch impacts in the 100-yr floodplain are hatched in
orange and jurisdictional ditch impacts not in the floodplain are in red. Stream impacts are in the
100-yr floodplain. The impact labels quantify the amount of impact in the 100-yr floodplain per
feature. There are also smaller call -outs for each ditch impact in and out of the floodplain.
Of the 0.34 acre of open water ditch impact, 0.076 acre will be within the 100-yr floodplain.
Additionally, the stream impact is within a floodplain.
Ditch to be filled:
Are the ditches going to be filled or have a culvert installed in them?
If filled, how will this effect drainage for resident in this area?
The ditches will be filled. There will be a system of drainage inlets, pipes, and ponds to maintain the
drainage within the site.
NLEB IPAC:
I'll log into IPAC and review the consistency letter then issue my concurrence letter. If I'm not
already a member of this project in IPAC, please add me to it.
