The 12" line being installed is replacing existing 8" sewer within the Town of Holly Springs's current sewer network that is undersized. The existing 8" line is being removed and replaced with the 12" line listed in this permit. The sewer is planned to be removed and replaced in the same location, but new pipes and manholes will be used for replacement of the upsized line. This work will occur roughly from the location of Cayman Avenue/North Main Street all the way up to Sportsmanship Way/North Main Street in Holly Springs, NC. The gravity sanitary sewer system for the proposed Main Street Vista development located at the corner of North Main Street and Holly Springs Road in Holly Springs, NC drains to an existing public sanitary sewer main that is located on the northwest portion of the site within North Main Street and is gravity fed north of the site. This sewer line drains to an existing "Omni Pump Station"that the Town currently owns and operates. This existing pump station is failing and is being proposed to be removed with this project. The pump station is planned to be removed and a gravity system installed to take this offline. As a result,the entirety of this project and existing flows to this existing pump station will now be directed to the existing "Twelve Oaks Pump Station" within the Town's system. There are no upgrades planned with this project to this existing pump station because of these re-directed flows. The sewer system will be a public system owned and operated by the Town of Holly Springs once it has been accepted after construction. The project will consist of mixed-use buildings with a total of 277 residential units, an amenity, and commercial/retail space. The total wastewater flow generated by this project is 73,079 GPD.The anticipated date for 1st effluent discharge (certificate of occupancy)from the Main Street Vista project is September 2024.The 401/404 permits(ID 20231029)were submitted 7/26/2023 and expected to be approved in late October. The purpose of the sewer within the development is to serve the development itself. The purpose of the new gravity line on North Main Street is to provide gravity sewer for the existing Omni Pump Station which is planned to be taken offline.The removal of the pump station includes but is not limited to: removing chain link fence,electrical poles(coordinated with Duke Energy), pump skid items,and electrical wires. Pumps,valves,and various other electrical equipment(e.g.—switch,antenna,etc)may be salvaged, if possible,during demolition of the pump station.All conduits will be cut and capped off.The existing wet well will be removed and backfilled.The existing force main leaving the pump station is planned to be abandoned in place.All activities associated with the pump station abandonment will be confirmed and coordinated with the Town. The entirety of this project will be directed to the existing"Twelve Oaks Pump Station"within the Town's system. There are no upgrades planned with this project to this existing pump station because of these re-directed flows. The sewer system will be a public system owned and operated by the Town of Holly Springs once it has been accepted after construction.The project will consist of mixed-use buildings with a total of 277 residential units,an amenity,and commercial/retail space.The total wastewater flow generated by this project is 73,079 GPD.The existing Omni(NC-55)aka Pump Station No.3 permitted flows of 33,193 GPD will be diverted into the proposed system included with this permit application. The anticipated date for 1st effluent discharge(certificate of occupancy)from the Main Street Vista project is September 2024.The 404 permit(SAW-2022-01030) was submitted,and its approval was given on 9/27/2023. It is our understanding per 15A NCAC 02T.0118 (1) that the addendum would be needed once the plant has exceeded 80%of its permitted capacity based on the Actual Average Flow during the past calendar year. The UCWRF's actual average flow in Section Le. in this application is 3.036 MGD which is 50.6% of the 6.0 mgd permitted plant capacity. Please advise.Thank you for the clarification.
