3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Existing conditions on the site consist of an unnamed tributary (UT) to Reed Creek, the south shoulder of Macon Avenue
and the northern portion of the Howland House property. General land use in the vicinity of the project is Residential.
3b. List the total estimated acreage of all existing wetlands on the property:
Wetlands do not appear to exist on the property except for those on the fringe of the small tributary within its channel and
active floodplain, approximately 0.006 acres.
3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property:
Approximately 225 linear feet of perennial stream.
3d. Explain the purpose of the proposed project:
To stabilize the stream channel, prevent an active head -cut from migrating upstream, enhance wetland and riparian
vegetation, remove exotic invasive vegetation, improve the stream's ability to endure flashy stormwater flows within and
downstream of the project area, and to disperse concentrated stormwater flow from Macon Avenue.

3e. Describe the overall project in detail, including the type of equipment to be used:
Mr. Engel and the Howland House, LLC desire to stabilize the UT and protect the streambanks from additional erosion
caused by unmitigated urban stormwater flow from the mostly impervious area upslope of the project area. Normal base
flow in the UT appears to be only 1 -5 inches deep and approximately 1 -3 feet wide. Common storm flows in the tributary
have been reported to overtop the river -right streambank (approximately three feet above the channel thalweg) and spill
into Macon Avenue. Representatives of Quible & Associates have assessed the site. Supporting documentation and
plans are attached to this PCN. A steep and unstable head -cut exists at the upstream end of the project area. This area
of the site has been filled previously with quarried rip -rap stone with mean diameters of approximately 6 -10 inches.
Streambanks in the vicinity of the head -cut are failing and are not supporting vegetation. Heights of failing streambanks
diminish moving downstream from the head -cut. Maximum heights of actively failing streambanks are approximately
three feet. Exotic invasive plant species exist throughout the project area but have not completely outcompeted native
vegetation. Streambank erosion is also occurring within about 60 feet of the double culvert at the downstream end of the
project area. These culverts convey the UT beneath Macon Avenue. Failing stone masonry and curbing exist along
portions of the river -right streambank and Macon Ave. road shoulder. These factors in combination with the height of the
road shoulder are not allowing stormwater to sheet flow from Macon Avenue. Currently stormwater flow to the UT is
concentrated to several locations of the river -right streambank resulting in erosion of the streambank and sedimentation
and unmitigated stormwater input to the tributary.
The plan for the project is attached to this PCN along with photos of the project area. The proposed plan includes
removal of exotic invasive vegetation within the project area using hand tools, a mini -track mounted excavator with
hydraulic thumb, and cut and paint/spray techniques using an EPA approved herbicide. Care will be used in the
application of herbicide to keep it out of water and storage will be away from the stream. Application of herbicide will take
place in dry conditions.
A rock cross -vane grade control structure is proposed to stabilize the head -cut at station 20 +10. Two single -arm vanes
are proposed at stations 0 +35 and 1 +75 to address the most severe areas of failing streambanks. Rock vanes will be
constructed per the attached plan and details. The cross -vane will be spaced both horizontally and vertically to create a
step -pool to drop the elevation of the stream from where the UT enters the Howland House property to the bottom of the
head -cut at the slope break where the channel flattens. Failing streambank slopes in the project area will be reduced to
the extent possible considering the constricted boundaries by Macon Avenue on river -right and the long steep slope
' associated with the Howland House property on river -left. Vanes and bank sloping will be installed using a mini -track
mounted excavator straddling the stream. Care and effort will be taken to enter the channel as few times possible to
conduct the work, preferably only one time. The excavator will enter the channel below the head -cut and install the cross -
vane at the head -cut. Moving down stream and using the mini - excavator, slopes will be reduced and two additional
single -arm vanes will be installed at stations at the locations described above and shown in the plan. Work will take place
in dry weather. Care will be taken to keep turbidity in the UT to below 50 NTU using appropriate methods such as sand
bags and /or pump around techniques.
A variety of native herbaceous and woody shrub wetland and riparian vegetation will be installed where shown on the
attached plan. Vegetation will be installed as seed (ENRMX -304 and nursery crop on annual grain appropriate for the
season) at the specified rate, container plants (native rushes, sedges, and grasses), and live stakes (silky willow, silky
dogwood, and ninebark) and used to enhance existing native vegetation and stabilized disturbed areas within the project
boundaries. Planting of native herbaceous and woody riparian and wetland vegetation will conform to the NCDENR EEP
Guidelines for Riparian Buffer Restoration to achieve the appropriated number of stems per acre. Live stakes and
container plants will be concentrated in the vadose zone to protect the streambanks closest to the water's edge and
promote plant survival.
Biodegradable 600 -gram per square meter coir fabric will be installed correctly on all disturbed areas below two -times the
bank full elevation after seed, straw mulch, and container plants are installed. Coir seams perpendicular to the stream
will be overlapped in an upstream to downstream direction and will be trenched -in on top, bottom, and upstream ends and
secured with wooden (Eco Stakes) and live stakes per manufacturer specifications.
The two foot road shoulder will be seeded with hearty variety shade tolerant grasses and an annual grain and mulched
with straw. If necessary and during periods of dry weather, the project will be watered in order to achieve a six -inch stand
of grassy vegetation and promote plat survival.
Work will proceed in an upstream to downstream direction and will be sequenced such that disturbance is limited to an
amount that can be completed and stabilized at the end of each working day.
