Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Property is a residence on a "grassed" Lot #14 (295 Ridgecrest Drive, Chocowinity) sitting at 17 feet above normal water level with an increasingly steep grade in the lower half of the yard due to gravity and erosion from lot 13. Lots 13 and 15 (grassed) are both owned by the same neighbor, Curtis Mack Davis; west side lot 15 is the residence and east side Lot 13 is vacant. All are located in the Mooresbeach residential community (see additional attachments). 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: Project includes request for "buffer authorization" for partial repair/replacement of an existing retaining wall to support the existing seawall and make the lower yard more accessible; includes repair of the existing 50-foot cinder block retaining wall at a distance of 32 feet from normal water level (Zone 2) across the approx. 50 foot width of the property; and addition of a partial low return wall on the east and west sides. Also included, request for a 6-foot wide access walkway in the area where the old walkway was previously located; will be replaced with wooden slat walkway and stairs. Use of small excavator to drive pylons for the low wall and remove excess soil from the lower yard to fill in above the retaining wall. No additional soil will be brought on site for the project, and existing grass in Zone 1 will be removed by 5.5HP manual sod cutter so it can be reset as soon as the excess dirt is removed to reduce disturbance of the vegetation in that area. Low return walls will be angled toward the east and west property lines in Zone 2; remaining repair work of the existing block wall will be conducted primarily in Zone 2. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. No additional soil will be brought on -site for this project. Sod in Zone 1 will be removed using a 5.5 HP sod cutter, soil taken from the lower half of the yard and placed above the repaired retaining wall outside Zone 1. Sod in Zone 1 will be laid back in the affected area to reduce disturbance of vegetation in that area. Removal of excess soil in the lower yard to help support the existing sea-wall to ensure its continued viability which will further protect the water below. Existing return wall is 20 ft x 6 in for a total of 10 sqft of existing impervious surface in Zone 1. Existing retaining wall in Zone 2 is 50 ft x 8 in for a total of 33.33 sqft of existing impervious surface in Zone 2. Additional impervious surface will be added in Zone 2, approximately 6 It return walls on East/West property lines to aid in tie -back; and a total of 123 sq.ft. of impervious surface allows for the existing wall, and two low return walls in Zone 2 with ample allowance for the surface of the cap -board. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. A small excavator will be used for this project; 5.5 HP manual (push) sod cutter. To reduce soil run-off, landscape cloth will be used in areas where loose soil is found. Where sod can't be reset, area will be covered in straw and seeded with grass. Landscape cloth will be used where needed to ensure loose soil is captured. Sod will be removed with the sod cutter and will be promptly returned to the location to minimize run-off and ensure continued vegetative support for the immediate area and hill above. E.
