The project is on private property but the work will be done by the City of Raleigh Public Works Department, Stormwater Management Division as a part of the City's Stormwater Drainage Cost Share Program. This program is a "drainage assistance program to provide cost - sharing assistance for engineering design and construction of the improvements" on private property. In addition, "the property owner must be willing to provide the necessary easements to construct the improvements and share in the cost of the repairs ". The property owners at the listed addresses are participants in the Stormwater Drainage Cost Share Program for the above listed project. The existing pipe system is undersized, resulting in inlet surcharging and crawl space flooding of 5009 Rembert Drive. Additionally, the existing and proposed piping will discharge into an intermittent stream beginning on the property of 5005 Rembert Drive. In an effort to minimize outlet velocities of the proposed piping system a rip -rap energy dissipator will be installed at the pipe outlet. Installation of this dissipator will impact approximately 10 linear feet of this UT of Hare Snipe Creek. Additionally, the existing pipe network that will be abandoned as part of this project will be removed and an additional 25 linear feet of stream will be temporarily impacted for pipe removal. The project will permanently impact the UT and surrounding Neuse River Buffer. The project will create 10 If of permanent stream impacts and 1400 sf of temporary buffer impacts (1000 Zone 1 and 400 Zone 2). Permanent stream impacts are for the installation of an outlet dissipator, temporary stream impacts are for pipe removal, and temporary buffer impacts are for construction access only. The buffers are primarily grassed rear yards. No wetlands are present. It is WSP's pleasure to submit this PCN application package on behalf of the City of Raleigh. An existing drainage system conveys stormwater from Glenwood Avenue and Rembert Drive through the front yard of 5101 Rembert Drive and through the rear yards of 5011 and 5009 Rembert Drive, before outflowing in the rear yard of 5005 Rembert Drive. The existing 18 -inch pipe that conveys runoff through the rear yards is undersized causing water to surcharge at inlets, flooding the crawl space of 5009 Rembert Drive. 3b. Explain the purpose of the proposed project: This project will install a new /parallel pipe system to alleviate inlet surcharging and flooding of 5009 Rembert Drive. Additionally, at the location of the proposed pipe outlet, a class B rip -rap energy dissipator will be installed. This dissipator will be 8' long x 12' wide. The storm drainage and stream are on private property but the project is part of the City of Raleigh Stormwater Drainage Cost Share Program. This will be a City of Raleigh project. 3e. Describe the overall project in detail, including the type of equipment to be used: Project will consist of installation of a new /parallel closed conduit system. At the exit of the proposed system a rip -rap energy dissipator (8' long x 12' wide) will be installed to reduce pipe outlet velocities prior to discharging into the intermittent stream located just downstream of the pipe outlet. The project will also remove a section of pipe from just beneath the stream bed as it will no longer be in service. The installation of the new /parallel system should alleviate rear yard flooding and structural flooding of 5009 Rembert Drive. Mini - excavators and skid steers will be utilized to install the parallel pipe system and also the rip -rap dissipator in the intermittent stream. Various hand tools will be utilized construction.
