The project is on private property but the work will be done by the City of Raleigh Public Works Department, Stormwater Management Division as a part of the City's Stormwater Drainage Cost Share Program. This program is a "drainage assistance program to provide cost - sharing assistance for engineering design and construction of the improvements" on private property. In addition, "the property owner must be willing to provide the necessary easements to construct the improvements and share in the cost of the repairs ". The property owners at the listed addresses are participants in the Stormwater Drainage Cost Share Program for the above listed project. The existing pipe system is undersized, resulting in crawl space flooding on 1908 Lodestar Drive. Additionally, an approximate 115 linear foot section of an intermittent stream exist in the rear yards of 1908 and 1904 Lodestar Drive. This UT of Mine Creek is poorly defined and has experienced sediment accumulation in this area due to upstream residential construction. Ninety -five feet of this UT will be regarded and sediment removed in this area to provide a defined channel capable of handling larger stormwater runoff flows without over - topping and flooding the adjacent crawl space. The project will permanently impact the UT and surrounding Neuse River Buffer. The project will create 95 If of permanent stream impacts and 3250 sf of buffer impacts (2700 Zone 1 and 550 Zone 2). Permanent stream impacts are for re- grading and sediment removal in the stream. The buffers are primarily grass and hardwood trees within the limits of disturbance. This project will remove 9 trees larger than 6- inches (DBH) within the buffer. No wetlands are present. It is WSP's pleasure to submit this PCN application package on behalf of the City of Raleigh. The existing 30 -inch pipe inlet in the vicinity of the residential structures is inadequately sized to handle the built out drainage area and structural flooding of 1908 Lodestar Drive occurs. 3b. Approximately 9 trees will be removed within the buffer limits due to construction. The stream is on private property but the project is part of the City of Raleigh Stormwater Drainage Cost Share Program. This will be a City of Raleigh project. 3e. Describe the overall project in detail, including the type of equipment to be used: Project will consist of installation of a parallel closed conduit system. A dual pipe, reinforced concrete headwall will be installed at the pipe inlets. Project will also remove accumulated sediment and re -grade the short section of intermittent stream to minimize stream bank overtopping and flooding of 1908 Lodestar Drive. Mini - excavators and skid steers will be utilized to install the parallel pipe system and also re -grade the intermittent stream.
