8. PROJECT SUMMARY:
The applicant proposes to construct a new vinyl bulkhead a maximum of 2' waterward of an
existing bulkhead portion, resulting in the filling of approximately 975 sq.ft. of Coastal
Wetlands. The applicant also proposes to install 957 stone with a geotextile underlay within
the footprint of the existing high ground peninsula, to remove existing "permeable" pavers on
the south side of the property and install geo-web tiles with a geotextile liner and #57 stone
infill in the same footprint. Finally, the applicant is proposing to remove an existing fence and
to construct a new rail -post fence approximately 10' landward of the proposed bulkhead.
9. NARRATIVE DESCRIPTION:
The project site is located at 109 Causeway Drive (PID: R05714-005-001-001), Wrightsville
Beach, adjacent to Atlantic Intercoastal Waterway (AIWW), New Hanover County.
According to the application, the parcel located at 109 Causeway Drive is approximately
135,700.00 sq. ft. (3.1 acres). The parcel is owned by the NC Wildlife Resource Commission
(NC WRC) and currently operates as a public boat ramp. Waterward of the parcel there are
three (3) existing concrete boat ramps, four (4) floating docks for access, and two (2)
bulkheads along the north and west sides of the property that approximate Normal High Water
(NHW). The bulkhead on the west side of the property turns perpendicular to the AIWW and
this portion of the structure acts as a breakwater. Two of the three existing boat ramps can
accommodate up to two (2) trailered vessels. There also is an approximately existing man-
made peninsula of high ground located on the north side of the facility. The existing man-made
peninsula is stabilized by a bulkhead and is oriented perpendicular to the AIWW once (see
Sheets CD-2.0, CD-2.1, and CD-2.3). On the high ground area of the parcel there is an existing
paved parking lot, with sixty-four (64) spaces for vehicles with trailers, and two (2) paved
travel lanes for loading and unloading of vessels. Adjacent to the travel lane on the west side
of the property, there are approximately 83 linear ft of existing "permeable" pavers made of a
mixture of concrete and stone (see Sheets CD-2.0 and CD-2.1).
There are Coastal Wetlands, that primarily consist of Spartina alterniflora (Smooth Cordgrass),
that run along the entire length of the existing bulkhead on the north side of the property. The
Coastal Wetlands in this area also extend into the neighboring parcel to the north. There is a
second area of Coastal Wetlands, that primarily consists of Spartina alterniflora (Smooth
Cordgrass), located directly waterward of the existing bulkhead on the west side of the
property. The area measures approximately 37' in width and extends approximately 30' into
the AIWW. The project site has approximately 500 linear ft of shore frontage. The adjacent
riparian parcel to the south is an undeveloped, vegetated area that is owned by the Town of
Wrightsville Beach and is located adjacent to the Wrightsville Beach Causeway Bridge that is
maintained by NC Department of Transportation (NC DOT). The adjacent riparian parcel to
the north is an undeveloped area that is dominated by coastal marsh and is owned by the Town
of Wrightsville Beach.
According to aerial photography, the parcel has been used as a public boat ramp since at least
1993. State Permit No. 37-97 was issued on March 24, 1997 and expired on December 31,
2000. State Permit No. 37-97 authorized the development of the high ground parking area, the
existing bulkhead, the existing boat ramp configuration, and excavation of a basin. The

existing floating docks, the existing bulkhead portion that stabilizes the high ground peninsula
on the north side, and the portion of the bulkhead on the west side that acts as a breakwater,
were all replaced under CAMA General Permit 87646D, which was issued October 10, 2022.
The Town of Wrightsville Beach Land Use Plan classifies the adjacent waters as Conservation,
and the adjacent high ground portion of the project area as Residential. The adjacent waters of
the AIWW in the project area are classified as SA:HQW by the Division of Water Resources
and this area is NOT designated as Primary Nursery Area (PNA) by the N.C. Marine Fisheries.
They are CLOSED to the harvest of shellfish.
10. PROJECT DESCRIPTION:
The applicant proposes to construct a new vinyl bulkhead a maximum of 2' waterward of an
existing bulkhead portion, resulting in the filling of approximately 975 sq.ft. of Coastal
Wetlands. The applicant also proposes to install #57 stone with a geotextile underlay within the
footprint of the existing high ground peninsula, to remove existing "permeable" pavers on the
south side of the property and install geo-web tiles with geotextile liner and #57 stone infill in
the same footprint. Finally, the applicant is proposing to remove an existing fence and to
construct a new rail -post fence approximately 10' landward of the proposed bulkhead.
The applicant proposes to construct a new 455' vinyl bulkhead a maximum of 2' directly
waterward of the existing bulkhead portion located on the north side of the property, resulting
in the filling of approximately 975 sq.ft. of Coastal Wetlands (see Sheets CD-2.0, CD-2.1, and
CD-2.2). The Coastal Wetlands consist primarily of Smooth Cordgrass (Spartina alterniflora).
The proposed bulkhead would step out a maximum of 2' below Normal High Water (NHW),
as measured from the existing face of the timber bulkhead to the waterward face of the
proposed new vinyl bulkhead (see Sheet CD-8.1). The proposed bulkhead will tie into the
previously permitted bulkhead section to the north. The applicant states that approximately
5,885 sq.ft. of Coastal Wetlands would be temporarily impacted if the contractor brings in the
equipment from the waterward side to install the proposed bulkhead. The applicant states that
the contractor would use wetland matting if approaching from the waterward side and would
restore the site to pre -project condition after the completion of the project (see Narrative).
The applicant also proposes to install 957 stone with a geotextile underlay within the footprint
of the existing high ground peninsula located on the north side of the property adjacent to the
proposed bulkhead. The proposed footprint would measure approximately 83' in length x 12'
in width and the applicant is proposing approximately a 4" thick layer of 957 stone. There are
no wetlands located in the proposed footprint and the stone would be placed above Mean High
Water (MHW), however, the footprint would be located within the 30' Coastal Shoreline
Buffer and within the 75' Estuarine Shoreline Area of Environmental Concern (AEC) (see
Sheets CD-2.0, CD-2.1, CD-2.3, and CD-8.3). The applicant is proposing to install a geotextile
underlay beneath the layer of 957 stone to prevent from creating an impervious surface within
the 30' Coastal Shoreline Buffer (see Sheets CD-2.3 and CD-8.3). The applicant states that the
purpose of the installation of the 957 stone would be for erosion control of the high ground on
the peninsula. No additional impervious surface is proposed within the Estuarine Shoreline as
part of this proposal.

The applicant is also proposing to remove the existing "permeable" pavers that are located on
the south side of the property and install geo-web tiles with a geotextile liner and 957 stone
infill in the same footprint. The proposed footprint would measure approximately 188' in
length x 13' in width and would be installed in the same footprint as the existing "permeable"
pavers. The proposed footprint would be located above MHW but would be located within the
30' Coastal Shoreline Buffer and the 75' Estuarine Shoreline AEC. The proposed footprint is
located adjacent to potential 404/Coastal Wetlands, however, the application states that there
would be no permanent wetland impacts from the installation of the geo-web tiles (see Sheets
CD-2.0, CD-2.1, and Narrative). During the installation process, the applicant is proposing that
a 1' wide strip of existing pavement is to be removed and concrete is to be installed in the same
footprint, which would be located at the top of the proposed geo-web tiles. The applicant states
that the purpose of installing the concrete strip would be to protect the proposed geo-web tiles
from vehicle traffic and to act as a structural anchor (see Sheet CD-4.6 and Narrative). No
additional impervious surface is proposed within the Estuarine Shoreline as part of this
proposal.
Finally, the applicant is proposing to remove an existing wooden fence, that begins at the north
end of the existing bulkhead and runs parallel to the bulkhead along the property. Once the
existing fence is removed, the applicant proposes to install a 425 linear ft rail -post fence
approximately 10' landward of the proposed bulkhead alignment. The proposed rail -post fence
would be located within the 30' Coastal Shoreline Buffer and within the 75' Estuarine
Shoreline AEC (see Sheets CD-2.2 and CD-2.3). The fence posts would measure 6' x 6' and
would have approximately 18" inch thick concrete footing at the bottom of the post that would
be installed approximately 3' below ground level (see Sheet CD-8.2).
11. ANTICIPATED IMPACTS:
The proposed 455' vinyl bulkhead would be constructed a maximum of 2' waterward of the
existing bulkhead. The proposed new alignment would permanently impact approximately 975
sq.ft. of Coastal Wetlands consisting primarily of Smooth Cord Grass (Spartina alterniflora) and
approximately 520 sq. ft. of Estuarine Waters/ Public Trust Area. Depending on methodology
there is the potential for 5,885 sq.ft. of temporary impacts within Coastal Wetland areas for
bulkhead installation. Minor increases in turbidity should be expected during construction.
The proposed 4" of #57 stone with filter fabric within the footprint of the existing high -ground
peninsula would impact approximately 996 sq. ft. of high ground within the 30' Coastal
Shoreline Buffer. The proposed geo-web tiles with #57 stone infill and geotextile liner which
would impact approximately 2,444 sq. ft. of high ground within in the same footprint as existing
"permeable" pavers, within the 30' Coastal Shoreline Buffer. No additional impervious surface
is proposed within the Estuarine Shoreline as part of this proposal.

Public Boat Ramp and Parking Area.
Construction Methodology & Equipment:
Equipment would include excavator for site work and vinyl / pile installation. Dump truck for debris removal and skid steer for
moving materials. Material and equipment would be stored in existing parking area. Contract has the option of utilizing the upland
area to install the bulkhead or may use crane matting installed adjacent to the wall. Matting will be required to be removed after
bulkhead installation and disturbed area must be repaired to preconstruction condition.
Development Activities Narrative Specifics:
Installation of 455 linear feet of bulkhead to replace existing, deteriorated bulkhead along Northern portion of property. Installation
of 455 linear feet of rail fence to replace existing fence along entry road. Installation of 1,030 SF of #57 stone in existing peninsula
(adjacent to boat ramp) for erosion control. Removal of existing stone pavers and concrete infill and installation of geoweb and #57
stone infill in same footprint to address erosion issues (southern portion of site near boat tie down lane)
Application Narrative:
The North Carolina Wildlife Resources Commission (NCWRC) owns the existing
Wrightsville Beach Boat Access Area (BAA) located at 109 Causeway Drive,
Wrightsville (New Hanover County). This property has served the general public
as a public boat launch for a number of years with 5 concrete boat ramps and a
paved parking area.
The existing bulkhead and docks serving the boat ramps were replaced in January
2023 as part of the first phase of renovation for the BAA. NCWRC is submitting
a CAMA Major application for the phase 2 renovation of the site.
This work will include, replacement of 455 linear feet of bulkhead on the
Northern portion of the property adjacent to the entry access road to the ramp.
The existing bulkhead is in poor condition due to its age. The new bulkhead
will be installed directly adjacent to the exiting bulkhead and will consist of
a Navy style bulkhead wall with vinyl pile sheets, wood wailers, and wooden
piles. The proposed bulkhead will be anchored using an aluminum sheet panel and
associated tie rod. Work is expected to be performed from the upland area,
however the contractor may elect to use matting on the water side of the
existing bulkhead. All matting will be removed, and the site restored to
pre -construction condition once the wall is complete. Note that as the proposed
bulkhead will be located directly adjacent to the existing bulkhead,
approximately 975 square feet (sq ft) of coastal wetlands will be permanently
impacted. Temporary impacts to coastal wetlands, should the contractor elect to
install the wall from the water side would be approximately 5,885 sq ft.
The existing peninsula onsite (located directly North of the existing boat ramp
will have a 4" thick layer of #57 stone placed in this area. Due to the public
walking on this area, grass has not been able to establish. The stone addition
will act as erosion control for this area and will not receive vehicle traffic.
Only #57 stone will be used in this area.
The existing embankment to the South of the tie down lane was at some point
covered with permeable pavers with a mixture of concrete and stone. This area
receives runoff from the parking area. This area has experienced erosion due to
the improper compaction of the subgrade and location of the pavers during its
initial installation. NCWRC is proposing removal of the existing permeable
pavers, installation of a geotextile liner, 4" tall geo-web, and placement of
#57 stone as the geoweb infill. A 1' wide strip of existing pavement will be
removed and concrete will be installed inside the top portion of the geoweb to
protect against vehicle traffic and insure a strong anchor. The geoweb will be
installed in the same footprint as the permeable paver. No permanent wetlands
will be impacted. Some minor temporary impacts may occur; however they would
be limited to areas directly adjacent to the existing pavers and would be
restored to pre -construction conditions.
Note that the actions proposed are the same items discussed onsite with CAMA
representatives Kelsey Beachman & Bryan Hall on May 17, 2023.

THIS DEED OF GIFT, made this the 13th day of October ,
j 1977, by the TOWN OF WRIGHTSVILLE BEACH, a municipal corporation of New
Hanover County, North Carolina, party of the first part, to the STATE OF
NORTH CAROLINA, party of the second part;
W I T N E S S E T H
THAT, WHEREAS, the party of the first part is the owner in fee
of the tract of land hereinafter described and desires to give and donate
it without compensation or charge for the establis}+rent of a public
boating access area; and
WHEREAS, said Deed of Gift was authorized and approved by the
Board of Aldermen of the Town of Wrightsville Beach by resolution adopted
on October 7, 1976; and
C WHEREAS, the Wildlife Resources Commission of the State of North
Carolina has requested and approved the execution of this instrument for
the purposes herein specified; and
WHEREAS, the acceptance of this Deed of Gift for and on behalf
of the State of North Carolina was duly approved by the Governor and
Council of State at a meeting held in the City of Raleigh on October 4,
1977,
NOW, THEREFORE, for and in consideration of the sum of ONE
DOLLAR, the receipt of which is hereby acknowledged, the said party of the
first part has bargained, sold and conveyed, and does hereby bargain, sell
and convey to the party of the second part, its successors and assigns,
but upon the conditions hereinafter set forth, the following tract or
parcel of land in Town of Wrightsville Beach, New Hanover County, North
Carolina, and being more particularly described as follows:

Narrative
The North Carolina Wildlife Resources Commission (NCWRC) owns the existing Wrightsville Beach
Boat Access Area (BAA) located at 109 Causeway Drive, Wrightsville (New Hanover County). This
property has served the general public as a public boat launch for a number of years with 5 concrete
boat ramps and a paved parking area.
The existing bulkhead and docks serving the boat ramps were replaced in January 2023 as part of the
first phase of renovation for the BAA. NCWRC is submitting a CAMA Major application for the phase
2 renovation of the site.
This work will include, replacement of 455 linear feet of bulkhead on the Northern portion of the
property adjacent to the entry access road to the ramp. The existing bulkhead is in poor condition due
to its age. The new bulkhead will be installed directly adjacent to the exiting bulkhead and will consist
of a Navy style bulkhead wall with vinyl pile sheets, wood wailers, and wooden piles. The proposed
bulkhead will be anchored using an aluminum sheet panel and associated tie rod. Work is expected to
be performed from the upland area, however the contractor may elect to use matting on the water side
of the existing bulkhead. All matting will be removed, and the site restored to pre -construction
condition once the wall is complete. Note that as the proposed bulkhead will be located directly
adjacent to the existing bulkhead, approximately 975 square feet (sq ft) of coastal wetlands will be
permanently impacted. Temporary impacts to coastal wetlands, should the contractor elect to install
the wall from the water side would be approximately 5,885 sq ft.
The existing peninsula onsite (located directly North of the existing boat ramp will have a 4" thick layer
of 957 (or other landscape stone) placed in this area. Due to the public walking on this area, grass has
not been able to establish. The stone addition will act as erosion control for this area and will not
receive vehicle traffic.
The existing embankment to the South of the tie down lane was at some point covered with permeable
pavers with a mixture of concrete and stone. This area receives runoff from the parking area. This area
has experienced erosion due to the improper compaction of the subgrade and location of the pavers
during its initial installation. NCWRC is proposing removal of the existing permeable pavers,
installation of a geotextile liner, 4" tall geo-web, and placement of 457 as the geoweb infill. A F wide
strip of existing pavement will be removed and concrete will be installed inside the top portion of the
geoweb to protect against vehicle traffic and insure a strong anchor. The geoweb will be installed in
the same footprint as the permeable paver. No permanent wetlands will be impacted. Some minor
temporary impacts may occur; however they would be limited to areas directly adjacent to the existing
pavers and would be restored to pre -construction conditions.
Note that the actions proposed are the same items discussed onsite with CAMA representatives Kelsey
Beachman & Bryan Hall on May 17, 2023.

1. Your narrative and development activities need to specify the sqft of coastal wetlands that are being
proposed to be impacted by the proposed bulkhead installation. This is what makes the project a CAMA
Major application and needs to be addressed in the application materials.
Note that as the proposed bulkhead will be located directly adjacent to the existing bulkhead,
approximately 975 square feet (sq ft) of coastal wetlands will be permanently impacted.
Temporary impacts to coastal wetlands, should the contractor elect to install the wall from the
water side would be approximately 5,885 sq ft. The attached narrative has been updated to
include these figures.
2. The jurisdictional wetland boundary adjacent to the proposed location for the geoweb and infill material
needs to be identified on the workplan drawings.
An approximate boundary line related to wetlands has been identified on the workplan drawings
(see sheet CD-2.1). This boundary is based on the toe (limit) of the existing pavers.
3. Is the proposed geoweb and infill going to be within the exact dimensions as the pavers that are currently on
site or are the dimensions changing? Will there be jurisdictional wetlands impacted from this development
activity? If there are to be wetland impacts from this activity, the sqft impacts and dimensions need to be
reflected in the narrative, development activities section, and within the workplans.
Per our onsite discussions on May 17th, 2023, the geoweb and infill will go in the same location as
the pavers onsite. No permanent wetlands will be impacted. Some minor temporary impacts may
occur; however they would be limited to areas directly adjacent to the existing pavers and would
be restored to pre -construction conditions.
