apologize for the 2nd email. I accidentally hit send versus save
as I wanted to attach the videos I recorded showing those who
are unaware, of what the noise levels are here in our
neighborhoods, to bad I can't attach smells. One was recorded
a few months ago, the other more recently. I also attached a
photo showing my home and Justin's home in relation to the
Aqua plant. A neighbor recently saw an aqua truck at the
entrance of our neighborhood, when stopped to stop to make
sure they were okay and they said they were in the area trying
to locate smells. She told them that they wouldn't smell it way
up at the entrance, and gave them my address and name,
never heard from them and they never came to my house.

Aqua is aware of the concerns reported by various parties on Friday, December 151" regarding sound,
odor, and smoke coming from the Country Woods East wastewater treatment facility that day. We
have formal processes set-up to address concerns reported to our customer service department
(877.987.2782) so we may understand the details of the situation and mobilize the appropriate
personnel to address the concern. In this situation, please know that the sound, smoke, and odor
reported this past Friday was directly related to Country Woods East wastewater treatment plant
operations. Here is a summary of the routine maintenance that was happening on site that day:
1. Vacuum trucks were on site Friday completing routine maintenance (haul sludge) at the
Country Woods East facility; we understand this work extended past 5:00pm.
2. This activity was a component of normal operating procedures and not an emergency event.
3. Vacuum trucks can get louder when they increase the power necessary for the vacuum system
to work properly.
4. Some smoke from the vehicle and odor from the effluent being vacuumed will typically result
during the vacuuming process.
5. The area being pumped out was on the perimeter of the plant site and the trucks were
positioned next to the wood line.
6. Aqua will ensure non -emergency maintenance is completed during normal working hours
moving forward.
Shannon Becker, Aqua NC President, shared in his December 15Y email that Aqua has brought in an
engineering firm to evaluate the facility. This work is ongoing, and we will provide an update to our
community partners when we know more.

When we consider odor in a wastewater system, which separately
includes a collection system and treatment facility, we evaluate the
cause and possible options to help mitigate odors naturally
associated with the treatment process. In 2021, when we
investigated a separate odor complaint in this system, we
determined they resulted from high levels of certain bacteria in
two segments of the sewer collection system. We then installed
chemical feeds to reduce the bacteria levels and verified the
positive results.
Our wastewater treatment facility is being operated properly and
meeting state permit requirements, as has been verified by DEQ in
previous communications. When we recently received the new
odor complaint claiming odors were coming from the facility, we
investigated and were not able to identify an odor issue on our site
that matched the description. As a result, we brought in an
engineering firm to further evaluate the facility to identify if an
issue exists. If the engineering firm determines the source of the
issue is our facility, we will ask the firm to propose ways we can
resolve the issue, and Aqua will take appropriate action.
We will update you and our community partners when we know
more.

I apologize for the delay
in responding to your
email. DEQ-Division of
Water Resources (DWR)
staff from this office
have been working in the
background since you
and others reached out
to us this week to report
continuing odor
problems that Aqua's
Country Woods
wastewater treatment
facility is creating in the
neighborhood. Unfortun
ately, DWR's attempts to
get Aqua to respond to
us were unsuccessful.
As Aqua had been
unresponsive to our calls
and emails, DWR staff
visited the site yesterday
unannounced. While I'm
glad to report that DWR
staff were greeted by
Aqua staff and an
engineering contractor
who suggested they
were considering steps
they could take, DWR has
not yet been presented
with a plan to address
the problems. There are
several operational,
engineering, and on the
ground approaches that
could betaken by Aqua
to address the odors and
DWR has requested that
Aqua submit a plan to us
to do just that.

We understand that until
Aqua implements such a
plan, there are likely to
be additional odor
problems as wastewater
treatment is a biological
process that will always
generate some level of
odor. Until that time,
we'd request that the

As we opened our sliding
glass door to enjoy the
fall temps this a.m., we
were greeted by the
stench of the wastewater
plant yet again. This
obnoxious moment
occurred as we were
making our daughter's
school lunch, so imagine
how lovely that was at
6:45 in the morning.
