Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Located north of existing asphalt recreational trail, this 20.89 acre project will develop a new vehicle maintenance complex for 2nd Radio Battalion, wetland crossing and culvert is required for access road development across unnamed perennial stream tributary to Bearhead Creek. Currently the project area consists of open recreational trail, bottomland around Bearhead Creek and recently cleared upland forest. Entire 20.89 acre site is located within boundary of Camp Lejeune on the northwest side of the intersection of Wilson Blvd and Holcomb Blvd. 4b. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * Construct access road to new vehicle maintenance facility to be constructed for USMC. Fill section across wetland (11,800 SFT of temp. and permanent wetland fill impact) with a 88 feet of live bottom box culvert (48"W x 60"H) used for routing perennial stream channel (140 LF of total stream channel impacts). All work to be performed in accordance with NWP-14. A temporary culvert (60" CMP) will be utilized to access the east side of the project site for the permanent culvert installation. Project will install new culvert section east of existing perennial stream channel with inside invert of culvert placed 12" below existing stream bottom with 3" stone weirs grouted into the interior bottom of the culvert to retain live bottom in culvert; culvert installed at min. slope of 0.5 % to replicate natural streamflow. Once culvert is installed existing stream will be diverted into the culvert using riprap entry/exit aprons. After diverting stream into new culvert, fill for road section and utilities (gas, electric, communications, sanitary) will be placed; approximately 12 feet of fill will be required to fill in wetland crossing and connect the site development parcels. Slope of fill section will be graded at a 3:1 slope and stabilized with erosion control matting/mulch blankets tacked in place until final sod cover can be placed. All work will follow NCDENR standards for erosion and sediment control (ESC) and associated permits (ESC and stormwater management). 5. Jurisdictional Determinations 5a. Site road crossing has been aligned to cross wetland at narrowest point possible to connect the east and west sides of the project. 2.
