On July 28, 2010, the Department of the Army authorized the Western Wake Partners (Partners) to permanently impact 0.82 acres of wetlands and 378 linear feet (If) of stream (2321f of perennial and 1461f intermittent) in order to construct and operate new wastewater management facilities including influent conveyance facilities, a new water reclamation facility and new effluent conveyance facilities in western Wake County, North Carolina. The Hazen and Sawyer's letter provided a final as -built surveys summary table and drawings of wetland and stream impacts of: • West Cary Pump Station • West Cary Force Main • West Reedy Branch Gravity Sewer • Beaver Creek Gravity Sewer • Beaver Creek Pump Station • Beaver Creek Force Main • Western Wake Water Reclamation Facility • Effluent Pump Station • Effluent Force Main • Site 14 Apex Water and Sewer Extension In total, an additional 0.1 acres of permanent jurisdictional wetlands and 8 feet fewer permanent jurisdictional stream impacts occurred during construction of the transmission lines. During the permit initial review process it was determined that the mitigation ratios for the wetland and stream impacts would be 2:1. The Partners and the US Army Corps of Engineers (USACE) agreed that 1.64 riparian credits for 0.82 acres of wetland impacts and 1,220 warm stream credits for 6101f from the North Carolina Ecosystem Enhancement Program would mitigate for adverse impacts to the aquatic environment for this part of the project. After making l final onsite reviews with Hazen Sawyer on the project and observing the placement of rock material in jurisdictional areas for road and stream crossings it has been the determined that no additional mitigation will be required for the 0.1 acre additional fill in these jurisdictional areas. The original 2 to I mitigation ratio adequately compensates for adverse impacts to the aquatic environment from this project (including the additional 0.1 acre fill). Your proposal continues to be consistent with the provisions and conditions of your Department of the Army permit and is hereby modified to reflect the aforementioned changes. This letter and the enclosed Hazen and Sawyer letter and drawings should be included in your file as a reference of these minor modifications during the construction of your project. It is understood that all other conditions of your permit remain applicable and that the expiration date is December 31, 2015. Please remember that all work authorized by this permit must be performed in strict compliance with the attached plans, which are a part of this permit.
