I have updated Section 2.6 in the attached report to account for the volume loss due to the stone weir dividing the chambers. The only other outstanding comment I'm aware of relates to the mixed density, and I will need some guidance on what changes are needed on the supplement form to capture that. Neither of these items are creating any plan changes, so the updated calcs package I'm attaching and the pending updated supplement form are the only revisions needed if I'm understanding correctly. I think we have everything addressed except the slight volume reduction from the stone. I'm out of the office today for the thanksgiving holiday, but I know you said you needed to take action by today. Does that mean that our 90 day clock is going to start again? Is there any possible workaround? The store is almost complete and an additional 90 days will likely create issues with receiving the certificate of occupancy. For context, the stage storage tables are used to verify at what elevations the minimum required treatment volume and design volume are met, as well as the respective volumes that can be stored within the sediment chamber and sand chamber.The tables are used to verify that the volumes contained in each chamber are approximately equal, with at least half of the required volume going to each chamber, but the sediment chamber can be oversized. 13 Based on your response, as long as the stage storage table you provided actually reflects the volumes contained within each chamber(and isn't just design volume/2), it's fine to show it the way that you did. The first thing that needs clarification is related to the volumes of the sand sediment chamber and sand chamber. Sediment chamber: 805 is the top of sediment storage of the sediment chamber(bottom of sediment chamber/Stage 0) per cross- section detail. I measured out an area of approx. 1150 SF which is smaller than the listed 1270 SF. It appears that you are measuring to the toe of the rock weir that separates the two chambers rather than to the center of the weir as we measure. Given that the rock dam is porous, we have always measured to the center to differentiate between the two chambers. If you measure like this, then the 805 contour is 1,270 sq. ft. I discussed this with Jim, and if the rock weir is used in the sizing calculations, the volume of stones should be accounted for in the calculations as this slightly reduces the volume. I'm happy to do this, but just want to reiterate that we've never been asked to do this by NCDEQ in the past given that the volume reduction created by the stone is minor, so this will probably generate a similar comment on any of our other projects currently in your queue. The 806 contour was measured at approximately 1570 SF. Can you provide a stage storage table to verify that at the 806.1 elevation the volume is 1632 CIF (per the Supplement-EZ)? Per the manual (Sand Filter MDC 2), "If the sediment chamber has a permanent pool, then the volume contained by the permanent pool shall not be considered to be storage volume."When there is a permanent pool, the ponding depth in the sediment chamber is the distance from the permanent pool surface elevation to the invert of the bypass device. However, I don't see anything in the design that creates a permanent pool. When there is no permanent pool, this is the distance from the bottom of the sand filter to the bypass elevation (in inches). It looks like the intent was not to have a permanent pool, and if this is the case,just revise the Supplement-EZ. If a permanent pool was intended, revise the calculations and clarify what is setting the permanent pool and the elevation. The sediment chamber has a 1 ft. depression to aid in sediment storage/maintenance. The bottom is 804 rather than the 805 of the sand chamber; however, the volume between 804 and 805 was not counted in any of our calculations. This can be seen in both our grading plan and the cross section. This is resolves this comment. 16 Sand chamber: The area of the top of the sand layer of the sand chamber was measured to be approximately 639 SF.The volume that can be retained by the sand chamber is the volume that can be stored above the top of the sand layer in the sand chamber and below the invert of the lowest bypass.The lowest bypass appears to be the rim elevation of the outlet structure (806.25). Can you provide a stage storage table to verify that at the 806.25 elevation the volume is 1632 CIF (per the Supplement-EZ)? It appears that you are only considering volume directly above the sand media rather than the additional volume in the sand chamber. It's not practical for the sand media to occupy the entire sand chamber area, so there is additional storage in the sand chamber beyond that directly above the media. The true area of the 805 contour in the sand chamber is 1270 sq. ft. when measured as I described above. The lowest bypass is the rim of the outlet structure which is 806.10(not sure where 806.25 is coming from)which yields the volume shown in the stage storage table above. Maybe confirm the date of the plans you are looking at? Again, this has been our method of calculation for every state stormwater approval we have ever received. I was looking at the 7/5/23 plans, this resolves the rim elevation issue. No design changes would need to be made in order to permit it this way. I can coordinate with you on any questions you have on how to fill out the Supplement-H. 17 That sounds fine to me. I was just working off previous guidance for a similar situation, but either way is good. Mixed density is relatively new, so that makes sense. Feel free to reach out for any questions/coordination.
