As a sewer rehabilitation project this project requires limited permitting. The majority of the project will be `Permitted by Regulation' as rehabilitation or replacement of sewers within the same ROW or easement. The portion to be completed by dig and replace is proposed to be less than 2,000 LF and therefore erosion control permit is not anticipated. A few segments of the sewer are below minimum grade and are proposed to be rehabilitated with CIPP or pipe burst with HDPE and therefore require a Variance. Note that a rehabilitation project some conditions are unknown and additional documentation may be required during construction. The Variance request was submitted on November 30, 2023, and therefore meets the SOC required due date. The due date for `Award Construction Contracts for Main Interceptor Replacement Project' is December 30, 2023. This project is planned to proceed with the Wastewater Treatment Plant Expansion Project has been delayed due to funding delays. The funds provided by the State Budget are expected to be available soon and the Town is currently coordinating with NCDEQ DWI to complete the steps required proceed to bid this work. There are also outstanding easements required for relocation of the Iine outside the 100-year floodway and floodplain where feasible. In order to allow time for final DWI review and approval and easement acquisition we request a 90-day extension to March 29, 2024. The due date to acquire and maintain temporary sludge handling equipment at the WTP and at the WWTP are December 1, 2023. The Town has updated contracts with Synagro to provide sludge handling at both facilities during the winter months of December 2023 to March 2024.
