Hi Joshua,
Sorry for the delayed response, things around the holidays get a little busy. DWR and USACE have discussed this and
while we agree with the overall concept, we believe that a typical design for a cross vane structure would be
appropriate. Cross vane structures have been used in stream restoration design for decades and more likely to ensure a
permanent solution. I believe you should be able to find a typical detail easily enough.

Hello All —The designer on this project has provided me a drawing of a proposed corrective measure for the perched
culvert. Please see the attached sketch of the proposed end treatment, basically two dikes creating a step pool. The
front half of the dike would be impermeable clay faced with cobble. The back half would be compacted earth with filter
fabric and boulders. Native streambed soil would be used to fill in-between. I would assume that they would need to
monitor and provide documentation that it is working and not washing out or flowing subsurface. Would this be an
acceptable solution to the perched culvert? Please let me know your thoughts

Hey Doug/Sam — I hope ya'II are doing well. Meagan said she will no longer be with the Corps and that this project was
transitioning to a new project manager. I had provided her with some information on the project which has some
description of our issues regarding the permitted culvert impact and I wanted to make sure you had it so I have attached
it. I have also included Sue Homewood and Amie Hoy at DWR as they are also aware of the issue with the culvert burial
and have previously provided some comments. Please let me know if you have any input at this time or if you need any
additional information.

Hi Joshua,
So sorry for the long delay, things have been a bit insane lately. DWR has concerns that the proposed solution will not
provide for aquatic passage with regards to water levels. In our experience, raising the bed with unconsolidated
material, on such a slope, causes the water to go subsurface and the portion where you are proposing smooth cobble
apron will end up dry. Is there a reason you didn't want to install a couple crossvanes/sills below the culvert outlet to
create a step pool sequence? That's what I traditionally see and I asked someone else for their input and they thought
that would be a better option too.
If you'd like we can schedule time to talk about this next week.

Hello Meagan/Sue — I spoke with both of you back in April in regards to a permitted culvert that was not buried as
specified during installation. I have attached a document with project information related to the culvert. The culvert
was installed at the elevation specified in the project design and it appears there was a bust in the survey which led to
the perched condition of the culvert. We would like to request a culvert burial waiver and are proposing a solution that
would retain the upstream and downstream connectivity by placing a boulder weir at the downstream end and
transitioning down to the natural stream bed elevation utilizing a smooth cobble apron. We hope that what we have
proposed would be an acceptable solution. Please let me know if you need any additional information once you are able
to review the provided materials.
