Facility Description: Stevenson-Weir/Southern, LLC(formerly Southern Concrete Materials)is located at 715 State
Street on approximately 7.5 acres. The facility makes concrete and loads concrete materials into mixing trucks for
delivery to customers.
File Review/History: Charlotte Mecklenburg Storm Water Services (CMSWS)previously conducted an inspection at this
site on March 17,2016 and found the facility to be in compliance. Notices of Violation were issued by CMSWS on June
9,2017 and October 15, 2019 to Southern Concrete Materials for illicit discharges to the stormwater drainage system.
Per facility staff,there are plans to relocate the concrete operations to 5010 Hovis Road, Charlotte in 2024.
Inspection Summary:At the time of inspection,the facility was observed to be in compliance with the City of Charlotte
Storm Water Pollution Control Ordinance. Please refer to the report for comments and recommendations.
Site Inspection Deficiency Comments
Stormwater system (catch basins, Recommendation Stormwater and process water drain via sheet flow into two
inlets, outfalls, etc.) detention basins. The water is treated with carbon dioxide to
adjust the pH before draining into two drop inlets,which
discharge to Outfall#001. There was minor sedimentation
observed on the property during the inspection. CMSWS
recommends routine lot sweeping to reduce stormwater
pollution in the runoff from the property.
Erosion issues Satisfactory No erosion issues were observed on the property during the
inspection.
Structural stormwater control Satisfactory The are two detention basin SCMs located on the property.

property during the inspection.
Aboveground storage tank(s)(ASTs) Satisfactory There are two 5,000-gallon diesel fuel ASTs, one 1,500-gallon
and any associated venting and/or new motor oil AST, one 1,500-gallon used oil AST. The ASTs
dispenser(s)—list tank size(s)and are covered and located within secondary containment. No
