FACILITY OVERVIEW:
This facility is 100% domestic waste and treats flow from an area serving a population of 1,928 people. The
facility has a permitted and as -built flow of 0.33 MGD. The treatment system includes the following wastewater
treatment components:
• Static screen
• Surge basin
• Influent flow splitter box
• Two extended aeration treatment plants in
parallel
• Contact chamber with sodium hypochlorite
disinfection
• Dechlorination (sodium bisulfate)
• Effluent flow meter
• Three aerated sludge digesters
• Standby power
The town received an Authorization to Construct in 2016 for extensive upgrades to their system. There is no
indication that any of the changes have been made at this point.
The Town also holds Collection System permit WQCS00216 and Water Treatment Plant Permit - NC0086797.
APPLICATION
The application (December 6, 2022) does not indicate any changes in the facility or treatment since the last
renewal of the permit in 2018. The treatment system is owned and operated by the Town of River Bend. The
annual average daily flow is indicated as 0.103 MGD over the last two years and 0.111 MGD at the time of the
renewal application. The facility is currently operating well below its permitted capacity of 0.33 MGD. Some
maximum daily flows are noted as being near the permitted flow, but no monthly average values are above 0.16
MGD.
The application notes the facility has average daily I/I of 2,500 GPD and indicates efforts to identify sources of
inflow using smoke testing and TV evaluation of the system. The application notes the system as having
primary and secondary treatment that achieves 95% BOD and TSS removal.
INSPECTION
The most recent inspection occurred on February 25, 2021. Regional staff found no significant issues with the
facility. The report did note the need for repair to a skimmer/rake on the clarifier.
The Town's Collection System (WQCS00216) was last inspected November 18, 2020, and indicated the system
was in compliance.

The data reviewed for the renewal is from November 2018 through July 2023.
REVIEW OF PERMIT LIMITS:
Flow - Over the permit cycle the facility has shown average flow of around 0.11 MGD. There were no monthly
average exceedances over the permit term and the facility is operating well below the permitted and as -built
flow of 0.33 MGD.
BOD I TSS- The facility had one (1) weekly average and one (1) monthly average BOD limit violation over the
permit term and has shown average monthly BOD removal of 98.5%. For TSS the facility had one (1) weekly
average limit violation. The treatment system has shown average monthly TSS removal of 98.1%.

Enterococci - Data results for Enterococci did not show any exceedances. The limits to Enterococci are set
based on a July 2006 implementation memo.
Dissolved Oxygen - Data for dissolved oxygen does not appear to show any impacts from the discharge.
Ammonia (NH3I- The facility has shown no violations for ammonia limits. Note that the NH3-N limits in the
permit were established with previous modelling efforts. The waste load allocation spreadsheet shows
numbers that are a little higher, but this is overridden by the results of the previous modelling efforts in
previous WLA.
Total Residual Chlorine (TRCI - The permittee had two hundred sixty-one (261) TRC values over the 13 µg/L
compliance level. None of these values was above the 50 µg/L compliance level. As noted with Ammonia above,
the TRC limits were previously established in modelling efforts that are more stringent and utilized rather than
the results of the WLA spreadsheet.
Nutrients
Total Nitrogen load numbers over the permit cycle included a maximum annual load of 6,451 lbs. and an
average annual load of 5,097. The allocation for the facility is 7,482 lbs per year so the facility is below its
annual allocation for TN. The current permit includes a footnote that indicates compliance with the total
nitrogen annual load is determined in accordance with the special condition on annual limits for total nitrogen.
This permittee is not subject to TN load limits as the discharge is < 0.5 MGD. This footnote and the special
condition have been removed from the permit. Total Phosphorous (TP) levels have been reported at levels
(average of 4.3 mg/L) that could be of concern if the facility is ever required to meet TP limits.
COMPLIANCE:
The facility has not had a documented enforcement action with penalties since 2013. Over the permit cycle
their was one (1) NOD issued for BOD violations. The facility had regular TRC values over their limit (261
exceedances) but none of the values was above the 50 µg/L compliance level.
FILE HISTORY REVIEW SUMMARY
• BIMS indicates permit was originally issued May 24, 1982 but some other electronic files indicate the permit
was in place earlier.
There were three pdf files on the shared drive that contained mainly Waste Load Allocation (WLA) information
from 1976 through 1994. There were no permit documents in these files.
• The 1976 WLA was for a flow of 0.1 MGD with summer 7Q10 of 4.2 cfs and set limits for BOD and TSS at 30
mg/L and Fecal at 200 #/100ml.
• May 6, 1981 - WLA added pH of 6 to 9.
• August 16, 1983 WLA set the same limits for a flow of 0.17MGD for Carolina Water Service as the permittee.
• September 10, 1984 - WLA set the same limits for flows of 0.27and 0.37 MGD.
• April 21, 1988 - WLA completed for 0.37MGD flow. The WLA utilized 7Q10S - 4.2; 7Q10W -10 and avg
flow - 529 cfs.

The WLA also included instream monitoring for Temperature, DO, pH and Salinity. The WLA also required
the permittee to install a diffuser for the discharge point working with the WaRO to identify the location.
• September 26, 1988 - WLA completed for flows of 0.17 and 0.37 MGD. This WLA had the same limits with
the exception of the addition of a 2 mg/L TP limit.

• November 6, 1989 - The Division issued a memo to add to the permit file that removed the TP limit and
from the recently issued permit because the expansion request had been received by the Division prior to
the EMC adoption of Neuse rules that impacted the TP decision. This memo also removed the increase of
the facility's treatment system classification to Class III.

This WLA also included recommendations from the WaRO for vertical instream monitoring which the
region had required for similar facilities in their region.
1996 - Permit ownership changed in this timeframe to the Town of River Bend.
The hard copy documents reviewed included Authorizations to Construct (ATC) back to 1998 along with
permits beginning with the 2003 permit renewal:
• October 2,1998 Authorization to Construct (ATC) for the installation of an equalization tank, radio control
telemetry system and associated materials.
• December 10, 1999 - Letter from permittee indicating previous ATC construction had been abandoned
when bids came in high and funding not available.
• June 18, 2002 ATC for filter press assembly with vacuum pump; structure to protect filter press assembly;
pump tank with dual pumps and all associated materials, etc.
• March 12, 2004 Speculative Limits Letter from Division for a flow of 0.8 MGD -

The speculative limits letter also noted that the Division was beginning implementation of water quality
standards for enterococci and limits could be added to the permit. The town had requested spec limits for 1
MGD as well but the Division did not give limits for this flow because the concentration based nitrogen limit
at this flow would be beyond the limits of technology.

December 22, 2003 - Permit Renewal - This permit was renewed with the permitted flow of 0.33MGD and
no additional phase flow levels (appears that the 0.37 MGD flow level was removed at the request of the
Town in the 2000 permit renewal).

The permit included a special condition for instream monitoring that required upstream and downstream
monitoring for DO, Temp, Salinity, pH, TN, TP and Chlorophyll a at certain depth intervals in the water
column. The permit also included the special condition for the calculation of Total Nitrogen loads. The
permit added the weekly average limit for NH3-N.

August 6, 2008 - Permit Renewal - This renewal removed fecal limits and replaced them with enterococci
limits of 35/100ml (monthly average) and 276/100ml (weekly average) to meet new bacteria standards for
marine waters. The renewal also changed the TRC limit to 13µg/L to comply with acute criteria for
saltwater and also added the TRC compliance level of 50 µg/L. Special condition for Total Nitrogen
Allocations was also added with an allocation amount at the estuary and discharge of 7,482 lbs/year.

The document points out that the permittee has been exceeding its TN allocation currently and may get TN
load limits in the future regardless of expansion.
December 5, 2013 - Permit Renewal - This renewal added the electronic reporting requirements to the
permit including the parameter codes, etc. It also added a requirement (through a special condition) for an
annual effluent mercury analysis.
January 15, 2016 - ATC for extensive modifications to the treatment system (see ATC document in
Laserfiche for details). This authorization did not increase the design or permitted capacity of the system.
October 11, 2018 - Permit Renewal - No major changes other that map updates and addition to regulatory
citations.
PROPOSED PERMIT CHANGES:
• Updated eDMR requirements to be consistent with final EPA rule.
• Added or updated regulatory citations throughout permit as needed, including changes to reflect recently
updated rule citations for Neuse requirements.
• Footnote 5 which indicated TN annual load compliance would be determined in accordance with the
Annual Limits for Total Nitrogen section has been removed since this facility is not subject to TN load
limits at this time. Section A.(3.) has also been removed.
• Added Special Condition for Nutrient Re -opener in section A.(5.).
• Permit map information updated.

I apologize for this late email. Looking through my records it does not appear that I forwarded the attached draft permit
to the Town when it went to public notice in Late September. The notice period is completed. We did not get any public
comments so we can move forward with issuance of the permit. However, I wanted to send the draft that I failed to
send before and let the Town take a look at it for any comments you may have before I move forward to get the final
permit signed. Please take a look at the attached draft and let me know if you have any comments as soon as you
can. There are no major changes to the permit, but the updates are outlined in the cover letter. Again, I apologize for

Here are my comments for this draft!
Permit:
- Footnotes in the eff. table need to be re -numbered. Above the table, "monitoring" is labelled with footnote 7
and Mercury is labelled with footnote 6.
- Might be just a personal thing, but maybe you should label NO2+NO3 on the table with footnote 3 as well, since
TN has it?
- Monthly and Annual eDMR codes for TN Load need to be swapped
- eDMR code for Mercury is incorrect. Should be "[COMER]". I actually couldn't find any parameter in the BIMS
code list with 71900, so must've been an old code that didn't get corrected in the last renewal. I'd also update
the monitoring frequency to say "1 / Permit Cycle" instead of "1/5 years"
- I've noticed this on my own draft permit that I'm currently working on —the condition for nutrient allocations
has a "T" before 15A in the rule citation. Any idea why? Every time I pull up the rule (shhh, don't tell John), I only
see it begin with 15A.

know if there are changes that need to be made or if you have any other comments. I know that you guys are planning
to do a site visit and will look at the treatment system components to see if there are any changes under the 2016
ATC. We can adjust anything we need after we get that info.

I am the permit writer currently working on the draft permit for the River Bend WWTP permit renewal. I just wanted to
touch base on a few items and to get you my contact information. Please see the items mentioned below for your
attention.
Information on 2016 Authorization to Construct:
In January of 2016 the Town received an authorization to construct from DWR for a large number of improvements to
the treatment system. We have not received an Engineer's Certification for any of these items and wanted to check
with you to see if any of those construction items had been put in place? If so, please provide me with information on
what has been completed.
Update to Permit Contacts:
I have attached a pdf file with the current contact information that we have in our system for the permit. Could you
please review this information and let me know if there are any changes/deletions/additions that need to be made. You
can either email me back a description of the changes or you can mark up a hard copy of the document and scan it and
return it to me at this email.
Electronic Submittal of Permit Documents:
In order to provide more convenience, control, and security to our permittees and assist them in processing their
transactions, The Division of Water Resources is currently transitioning towards electronic correspondence. This will
hopefully provide more efficient service to our permittees and other partners and will allow us to more effectively
process and track documents. We are writing to ask you for your approval of the transmittal of documents related to
your permitting and related activities with the Division in an electronic format. Documents will be emailed to the
appropriate contact person(s) in your organization in a PDF format.

Hope you are doing okay. I had a quick question about this one. I'm assuming this one should go to you, but feel free to
forward the question on if there is someone else in the region that you think could address this. In 2016 River Bend got
