Box 327 Seaboard, NC 27876 Sent Via Email Subject: Request for Additional Groundwater Sampling Permit #WQ0003299 Town of Seaboard Wastewater Treatment Facility Seaboard, NC 27876 – Northampton County Ms. Bass: The Division of Water Resources (DWR), Raleigh Regional Office (RRO) appreciates your quick response to our request for a map of potential groundwater receptors near the Town of Seaboard (Town) wastewater treatment facility (WWTF). The map you provided indicates that in addition to the municipal water supply well identified our previous letter to you (dated December 5, 2023,) there are seven properties surrounding the WWTF that have private water supply wells (see attached site plan). In addition, the RRO makes the following observations: • Samples from the five monitoring wells associated with the permit for the WWTF have concentrations of ammonia above the North Carolina groundwater standard (15A NCAC 02L), with concentrations that have been steadily increasing since 2022, and possibly earlier, given that we have no sample results for 2020, or 2021. • The monitoring wells nearest to the privately-owned water supply wells (MW-7, MW-8, and MW-9,) are on, or near the compliance or WWTF property boundary (see attached site plan). Based on this understanding, this RRO directs the following: 1. Immediately collect a sample of the well water from each of the seven (7) privately-owned water supply wells identified on the perimeter of the WWTF, and have these samples analyzed for the complete (annual list) parameters included for groundwater in Attachment C of the permit (WQ0003299) for the WWTF. The results of this sample shall be reported to this office, and discussed prior to resuming use of these wells for water supply. 2. Develop a plan to evaluate the potential for impact to these other potential receptors that could be impacted by groundwater from the WWTF facility. This plan should include, as necessary: a. The installation of additional monitoring wells to evaluate the extent of groundwater impact at the WWTF and assess the groundwater flow direction. b. Additional sampling to assess potential impacts to receptors. This plan shall be provided to this office within 30 days of receipt of this letter. 3. Continue sampling of these private water supply wells for the same parameters, and on the same schedule as the groundwater monitoring wells in Attachment C of the WWTF permit (WQ0003299). If there are any exceedances of the parameters, immediately shut down the well, and notify this office.
