The site has been designed to avoid lot or building pad fill in streams or wetlands. Crossing 1 will remove an existing 36" culvert and utilize the area of the removed culvert for temporary dewatering activities instead of temporary disturbance of natural stream bed. Crossing 2 has been designed to utilize approximate 10' tall head/end walls to avoid greater net loss of waters and wetlands. The remaining 2,021 linear feet of stream channel, 3.84 acres if wetlands and 1.52 acres of open water pond are being avoided.. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The clearing limits will be staked and silt fence or other BMPs will be used. Crossing 1 will remove an existing 36" culvert and utilize the area of the removed culvert for temporary dewatering. Temporary coffer dams will be installed. During construction, water will be pumped around the construction footprint. Appropriate stream bank protection will be provided in the channel during construction and all excess excavated material will be immediately removed from the crossing area and stockpiled in upland locations. Upon completion of the culvert installations, the temporary sand bag coffer dams will be removed and flow will be diverted through the culvert. Following installation of the culverts, areas of temporary stream impact will have stream beds and banks restored to similar pre -construction grade. The stream banks will be matted with biodegradable materials and seeded/live staked with native species. Following installation of sewer line, temporary impacts to wetlands will be restored to similar pre -construction graded and stabilized with herbaceous seed mix. 2. Mid and understory vegetation are modeterately dense in wooded land and would not be considered suitable habitat for federally protected species. The utility easement and the road right of way appear to to be frequently or routinely mowed several times a year during the growing season and would not be considered suitable habitat for federally protected species. Therefore, we have made a determination of no effect for federally protected species. 6. Essential Fish Habitat (Corps Requirement) 6a.
