1. INTRODUCTION:
This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for
the analysis of environmental samples.
II. GENERAL COMMENTS.
The laboratory staff contacted this office for technical assistance and has done an exceptional job of
implementing several of the items noted in the August 4, 2009 inspection report. Technical assistance
was provided for the Total Residual Chlorine and ADM] Color analyses.
III. FINDINGS REQUIREMENTS COMMENTS AND RECOMMENDATIONS:

of a series of standards, the concentrations of these standards must bracket the concentration of the
samples analyzed. For colorimetric analyses, a series of five standards for a curve prepared annually
or three standards for curves established each day or standards as set forth in the analytical procedure
must be analyzed to establish a standard curve. The curve must be updated as set forth in the
standard procedures, each time the slope changes by more than 10 percent at mid -range, each time a
new stock standard is prepared, or at least every twelve months. Ref: 15A NCAC 2H .0805 (a) (7) (1).
During this technical assistance, visit, we assisted in making the annual curve verification standards

Monitoring Report (DMR). No further response is necessary for this finding.
Comment: A calibration blank and calibration verification standard is not analyzed initially, after every
tenth sample and at the end of the sample group. North Carolina Wastewater/Groundwater Laboratory
Certification Policy based upon Standard Methods, 20'" Edition, 1020 B. (10) (c), 3020 B. (2) (b), and
4020 B. (2) states, The calibration blank and mid -range standard must be analyzed initially (i.e., prior to
sample analysis), after every tenth sample and at the end of each sample group to check for carry over
and calibration drift. If either fall outside established quality control acceptance criteria, corrective
action must be taken (e.g., repeating sample determinations since the last acceptable calibration
verification, repeating the initial calibration, etc.). During the technical assistance visit, a calibration
verification standard was prepared and analyzed according to the, policy requirements. No further
response is necessary for this finding.
Recommendation: It is recommended that the laboratory obtain a graduated cylinder for mixing the
sample after the DPD has been added instead of mixing in the spectrophotometer cell.
Color - ADMI —Standard Methods, 1 e'Edition, 2120 E
Comment: The laboratory is currently analyzing samples by an unapproved method and qualifying the
data on the Discharge Monitoring Report (DMR). After consulting with the NC Division of Water Quality
Surface Water Protection Supervisor of the Fayetteville Regional Office, it was agreed that the laboratory
would continue to analyze the samples using the unapproved method (until additional technical
assistance is provided by this office to bring the lab into compliance) and qualify the data as Platinum
Cobalt Color values instead of the ADMI Color parameter specified on the facility's permit. During this
technical assistance visit, a manual ADMI Color program was saved on the Hach instrument following the
instruction provided by Hach Company. Another technical assistance visit has been scheduled for
February 10, 2010 to assist laboratory personnel in preparing and analyzing a 5-point laboratory -
generated curve on the Hach DR/4000 spectrophotometer to bring the lab into compliance with the
approved methodology. This type of curve must be constructed at least annually (i.e., at least every 12
months), or any time a new stock standard is prepared or quality control indicates a problem.
Comment: Samples are not filtered or centrifuged prior to analysis. Standard Methods, 18°i Edition,
2120 E. (1) (c) and (3) (b) requires, that turbidity must be removed. Centrifugation is acceptable only if
turbidity removal equivalent to filtration is achieved. The laboratory is now filtering the samples. No
further response is necessary for this finding.
Comment: Samples are not prepared with two 100 mL sample portions, one at the original pH and
one at pH 7.6 and they are not reported as two individual samples. Standard Methods, 18'h Edition,
2120 E. (3) (b) and 2120 E. (3) (d). states, Prepare two 100 mL sample portions (one at the original
pH, one at pH 7.6) as described in Section 2120 C. (3) (a), or by centrifugation. Report ADMI color
values at pH 7.6 and at the original pH. The laboratory is now following this method requirement and
documenting the two values. After consultation with the Fayetteville Regional Office Surface Water
Protection Supervisor, it was agreed that the laboratory would report the ADMI Color result at one pH
value on the front of the Discharge Monitoring Report in the appropriate daily cell and the other ADMI
Color result on the back of the DMR. The laboratory will specify which ADMI Color value is measured
from the pH -adjusted subsample and which ADMI Color value is measured from the original sample pH
and be consistent for every sample. No further response is necessary for this finding.

V. CONCLUSIONS:
