Responses to your comments below.
1) Please confirm that A) wastewater would be treated on -site Yes, individual on -lot septic systems , and B) that
all septic and repair areas are accessible without the need for future impacts to aquatic resources, Yes,
individual on -lot septic systems. No off -site septic systems are proposed at this time. If wastewater would not
be treated on -site, please provide a sanitary sewer collection system layout (to ensure no other crossings would
be required). No sewer collection system is needed.
2) Please provide the proposed potable water distribution system, and any electric utility that may require
impact(s) to aquatic resources. These utilities will be located in the ROW, and in areas already proposed as
impacts. Exhibit attached.
3) Road side slopes appear to be the same across the wetland as they are in adjacent uplands. Please discuss
whether retaining walls, steeper slopes, or similar measure to reduce the footprint of fill was considered during
design. Response from Engineer: Typical side slopes along roadways are 3:1 and this is what is proposed
here. Anything steeper becomes hard to maintain and can become erosive. NCDOT does not allow retaining
walls to hold up slopes of roadways and these streets will be public streets maintained by NCDOT.
4) Headwalls associated with the culvert seem to extend beyond the proposed road fill. Please explain the
rationale for this and how secondary impacts to wetland areas near these structures would be avoided.
Response from Engineer: This is illustrative in nature to ensure that the contractor has enough pipe material
to make the crossing. Headwalls will not extend past the embankment slope.
5) Please provide a cross section of the proposed culvert connecting up- and down -gradient portions of the
wetland. Please note that culvert burial in wetlands is discouraged. Most applicants choose to place wetland
connectivity culverts either at -grade, or provide for an at grade sill in the culvert, riprap stabilization both up -
and down -gradient, or similar measure to avoid scour and head -cutting. Response from Engineer: We can
provide this for you but I don't have it at the moment. Have not received from the engineer yet.
6) Regarding drainage features, the connection from Stone Meadow Drive to the west appears to be necessary.
However, a constructed drainage feature is shown parallel and immediately adjacent to a natural drainage
feature. Please explain the purpose of this feature, where water would be directed to, and how hydration of the
natural feature would be sustained with surface water being intercepted and directed away from it. Response
from Engineer: The purpose of this feature is to collect runoff from the roadways and lots and to convey
runoff to stormwater control measures as required by the Wake County UDO and Stormwater
regulations. We cannot directly discharge new BUA into the natural feature without treating it first. There is
upstream drainage still flowing to the drainage feature that is undeveloped thus creating surface
flow. Additional the back yards of lots 24-26 are draining into this feature directly.
Also, please in mind that the subsurface discharge that comes from septic systems will help with the recharge
of groundwater for this feature.
7) Please also provide an exhibit that shows the entire project proposed with aquatic resources also shown. Include
stormwater features on the exhibit as well please. Attached
8) Based on the IPaC report provided, it appears that Michaux's sumac is the only species that would potentially be
impacted by the project. Please provide sufficient information for the Corps to make a defensible affect
determination to inform any required consultation with the Service. This is on the calendar to complete a field
investigation next week.

This email is in reference to the Pre -construction notification (PCN) for the proposed Summerlin Estates (Old Stage /
Gemstone) Project (SAW-2022-01652), received on October 23, 2023.
The following information is required to complete our evaluation, confirm compliance with one or more General or
Regional Conditions, and/or complete consultation with another federal/state agency to verify the use of the
Nationwide Permit (NWP):
1) Please confirm that A) wastewater would be treated on -site, and B) that all septic and repair areas are accessible
without the need for future impacts to aquatic resources. If wastewater would not be treated on -site, please
provide a sanitary sewer collection system layout (to ensure no other crossings would be required).

Please provide the requested information within 30 days, or your application will be administratively withdrawn. To
clarify, if the requested information is submitted after the 30-day timeframe, you will not be required to re -submit an
entirely new PCN (unless otherwise specified). We will continue to review and/or process your permit application upon
receipt of the requested information.
