Distribution of Residual Solids Permit Application

Dear Mr Joshi:
Synagro Southeast, Inc. (Synagro) on behalf of WestPoint Stevens (business) would like to
respond to the site review conducted by Grady Dobson in mid May 2001. Response to the
requested information is as follows:
1. I have included the corrections requested by the state as well as any other corrections
resulting from the site review.
a) There has been an adjustment to the proposed site sheet concerning total acres (276.39) in
the proposed sites. An adjustment was also made for the correction in acres that resulted from
1) rebuffering NC-RO-07-03 down to 14.27 acres instead of 20.04 acres and 2) field 9 being
removed from the Alan Locklear site. (Attachment I)
2.- A change was made to the first page of the LARS sheet. The prposed application acres
was changed to 276.39 acres instead of 292.24 acres. (Attachment II)

3. A new site description sheet was produced for the Jerry Thigpen farm due to the,change
in acres after field 3 was rebuffered. A correction in buffered acres 'should be noted.

4. A new site summary sheet' for the Jerry Thigpen farm is also included. The change
occurred after field 3 was rebuffered thus resulting in 14.27 acres applicable instead of
20.04 acres. The total acreage should also change from 142.67 acres to 136.90 acres.

5. A new application map was drawn for field 3 of the Jerry Thigpen farm. (Attachment V)
6. A new_ site description sheet was produced for the Alan Locklear farm due to field 9
being removed from the proposed sites. A change in acreage should be noted.

7. The, soil sample information for the Alan Locklear farm is included in this package.

S. A heavy metal soil test report is also included in this package for Alan Locklear.

Site description for Jerry Thigpen
Jerry Thigpen Farm
For West Point Stevens
The Jerry Thigpen Farm, is located approximately 2.5 miles south of Maxton following
Hwy 301. All of the fields can be accessed from Hwy 301. The surrounding areas are
predominantly rural and sparsely populated.
The five fields total 190.46 gross acres, 136.90 acres of the site is applicable, after buffers.
The five fields consist of coastal bernmda used for hay and pasture, along with the
cropland used for cotton soybeans and corn.
The slope of the site was nearly level, to gently sloping (0-6%). The Robeson County
Soil Survey issued January 1978 reports that this site contains 9 different soil series,
Norfolk, Lynchburg, Wakulla, Goldsboro, Wagram, Lumbee, McColl, Pocalla and Rains.
Pocalla was found with a boring in field 2. Lynchburg was found in field 5. Wakulla
was found in the remaining fields. The soil test analysis showed no nutrients to be
deficient though pH is low and will have to be corrected through the proper application of
lime. With proper application and monitoring the proposed sites should benefit from the
application of biosolids.

Alan Locklear Farm
For West Point Stevens
The Alan Locklear Farm, has two fields to add. Field 8 is located approximately 8.2
miles cast of Maxton following Hwy 74. The field can be accessed from Hwy 74.
The surrounding areas are predominantly rural and sparsely populated.
The two fields total 40.00 gross acres, 13.95 acres of the site is applicable after buffers.
The five fields consist of coastal bermuda used for hay.
The slope of the, site was nearly level, to gently sloping (2-4%). The Robeson County
Soil. Survey issued January 1978 reports that this site contains 7 different soil series,
Lynchburg, Lumbee, Pocalla, Joesville, Kalmia, Lakeland and Rains. Pocalla and
Lynchburg was found with a boring in field 8. With proper application and monitoring
the proposed site should benefit from the application of biosolids.
