The Groundwater Section is in receipt of the subject application to amend an existing land
application permit (Permit Number W00008764, issued on December 21, 1995) by permitting
an additional 259 acres on 14 fields to the existing 2,512.3 acres of farmland in Scotland County
(see Figures 1 through 11). The existing permit authorizes the application of 1,539.6 dry tons
per year onto 83 sites totalling 2,512.3 acres. The additional 259 acres consists of property
owned by Bill Cameron (Field WP2-7 (11.0 applicable acres) and Field WP2-8 (27.5 applicable
acres) on Figures 1 through 3), Virginia Murphy (Field WP9-1 with 31.3 applicable acres, on
Figures 4 and 5), Haynes Stone (Field WP9-2 with 77.2 applicable acres, on Figures 4 and 5),
Eleanor K. McColman (Field WP9-3 (4.5 applicable acres), Field WP9-4 (3.1 applicable acres),
and Field WP9-5 (8.4 applicable acres) on Figures 4 and 5)), Buddy Dunn (Field WP10-1 (0.13
applicable acres), Field WP10-2 (2.97 applicable acres), and Field WP10-3 (38.63 applicable
acres) on Figures 6 and 7), Kenneth Collins (Field WP10-4 (8.72 applicable acres on Figures
8 and 9), and George Bland (Field WP10-5 (12.65 applicable acres), Field WP10-6 (5.30
applicable acres), and Field WP10-7 (27.60 applicable acres) on Figures 10 and 11). All of the
applicable buffers appear to have been met in these fields.
According to the soils scientist's report, the soils in the fourteen fields proposed for
annexation consist of the Blaney series, the Candor series, the Lakeland series, the Norfolk
series, the Wagram series, and the Wakulla series. These soils are generally well -drained, and
all of them have a seasonal high water table five feet or more below the surface of the ground.
In view of these conditions, the Groundwater Section is not recommending monitoring at any
of the new fields.
The Groundwater Section has reviewed the subject permit application and recommends issuance
of the permit with the following conditions:
.1. The residuals may only be applied at agronomic rates, as recommended by the soils scientist.
2. No additional nitrogen sources, such as liquid nitrogen or grazing livestock, shall be applied.
3. Any groundwater quality monitoring, as deemed necessary by the Division, shall be provided.
4. The COMPLIANCE BOUNDARY for the disposal system is specified by regulations in 15A
NCAC 2L, Groundwater Classifications and Standards. The Compliance Boundary is for the
disposal system individually permitted after December 31, 1983 is established at either (1) 250
feet from the waste disposal area, or (2) 50 feet within the property boundary, whichever is
closest to the waste disposal area. An exceedance of Groundwater QualityStandards at or
beyond the Compliance Boundary is subject to immediate remediation action in addition to the
penalty provisions applicable under General Statute 143-215.6A(a)(1).
In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the
disposal systems midway between the Compliance Boundary and the perimeter of the waste
disposal area. Any exceedance of standards at the Review Boundary shall require remediation
action on the part of the permittee.
