Lauren,
I have looked at the subject property, located at GPS Coordinates: 35.135529, -80.369113. The first clear aerial imagery
in Google Earth was taken 2/1993. The most recent aerial imagery in Google Earth was taken 11/2022. From 211993
until 1112022, there is no pond located on the property. Therefore, the small pond being shown on the USGS TOPO
Map must be prior to at least 2/1993. 1 have attached a screen shot aerial pic from 2/1993 and a screen shot aerial pic
from 11/2022. Given the history of aerial imagery of the subject property from 1993 until 2022, 1 do not see the need to
conduct an actual field inspection. However, if a field inspection is still needed, let me know. I have included Brianna in
this email.

Hey Brianna,
Historic aerial imagery shows the pond was not in place in 1956, was there in 1969, and was gone by 1983
(https://www.historicaerials.com/viewer).The USGS topo map appears not to have been updated to reflect the pond
being removed, but it is certainly not present.The National Wetlands Inventory map also shows no pond on-site, see
attached. Can you accept these documents as proof that the pond is not located on-site?

Good afternoon,
We received your application for a new post-construction stormwater permit on 03/17/2023. At this
time, the submission is not administratively complete and cannot be accepted for review in its current
condition. Please provide the following submittal items within 30 calendar days (by close of business on

06/18/2023) so that we may accept the project and begin the review process, otherwise, the project
will be returned as administratively incomplete.
2x hard copies of the Application with the following corrections made(This item is required per 15A
NCAC 02H.1042(2)(a)and per Section VI, 1 of the Application):
1. Section IV, 6-8-Surface water area delineation.The provided USGS topographic map
indicates additional surface waters (streams and a pond) on-site.This should be included in
the surface water surface area for the site in IV, 6 of the Application. Revise Section IV, 7
and 8 of the Application accordingly.
2. The stream centerline is called out as "centerline of drainage ditch" on S-1.0, but as a
stream centerline on C-2.0. Please make sure all surface waters are clearly delineated.
1x hard copy of the complete, original Supplement-EZ Form with the following corrections made(This
item is required per Sections V& VI, 3 of the Application):
1. Cover Page
1. Line 4: Surface Water Area - Please revise if water is found on-site per Application
Comment 1.
2. Low Density
1. Swale Table—The swale table includes one swale, please include the existing and
proposed swales in the table.
2x signed&sealed hard copies of a plan sheets showing the following:
1. It is noted that sections of the on-site streams were delineated, however, the provided USGS
topographic map indicates that there is a pond on-site that should be shown on the plans.This
item is required per 15A NCAC 02H .1042(2)(g)(iii).
2. If additional surface waters are present on site, provide vegetated setbacks per 15A NCAC 02H
.1003(4) &.1017(10)).
3. Please provide details on the plans of the existing and proposed vegetated roadside swales.
This item is required per 15A NCAC 02H .1042 (g) as well as Section VI, 81 of the Application.
4. Please provide a sign and seal on the "LD-1, Low Density Drainage Area Map."This item is
required per 15A NCAC 02H .1042 (g) as well as Section VI, 8o of the Application.
5. Please provide drainage area delineation to each Swale on the plans including the existing
drainage Swale. (This item is required per 15A NCAC 02H .1042(2)(g)(iv) &Section VI, 8o of the
Application).
1x signed and sealed calculations showing the following:

1. Provide calculations exhibiting that pipes can discharge the peak flow from the 10-year storm
at a non-erosive velocity into the swale (required per 15A NCAC 02H .1003(2)(c)). Pipe
calculations were included on the plans, but the allowable velocities were not specified.
2. Provide calculations for any existing and proposed vegetated conveyances in the low-density
drainage area exhibiting non-erosive velocities from the 10-year storm (required per 15A NCAC
02H .1003(2)(c)).
NOTE:This is an administrative completeness review, not a detailed engineering review, there may
be other issues that may be brought up during the engineering review. While not required for
administrative completeness, the following items were noted:
1. You may exclude the existing BUA from the project density calculations in 15A NCAC
02H .1003(1)(b). If revising the percent BUA calculations, please ensure that it is
revised on all submittal materials.
2. Supplement-EZ Low Density Sheet Line 5 should be the actual maximum velocity in the
swale rather than the vauow value.
3. Please ensure that all swales are labeled on the Grading Plans.
We received Cavalry Ridge Phase 2 application on 04/03/2023. If the projects will be constructed
concurrently or one right after another, you may wish to permit both phases as a single permit, as it is
generally simpler to have a single permit for a site. If you are interested in this, please let us know so
that we can provide guidance on what needs to be done (essentially, you would need to revise the
application and submittal documents to include both Phases 1 &2) and return the Phase 2 application
fee.
If these items are received within the stipulated timeframe, we can accept the project and begin the
review process. Once accepted, reviews under the standard permitting process can take up to 90
calendar days per statute.
