Box 1089 Fayetteville, NC 28302 Subject: Pretreatment Review of Industrial User Pretreatment Permit Renewals Program: Fayetteville Public Works Commission (PWC) Wastewater Treatment Plant: Cross Creek Water Reclamation Facility NPDES #: NC0023957 Cumberland County Dear Mr. Davis: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) Renewals submitted by the Fayetteville PWC for the following Significant Industrial User (SIU). The draft submissions were received by the Division on October 4th, 2023, and revisions were received on December 8th, 2023. The review indicates that the draft IUPs are adequate and meet the minimum requirements of 15A NCAC 2H .0916 and 40 CFR 403.8(f)(1)(iii). Fayetteville PWC will provide signed finalized IUPs by January 1st, 2024. The allocation table, maintained in the Division’s database, has been updated accordingly. Within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of SIUs. Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may initiate pretreatment program revisions.
