the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance

Dear Mr. Wilson:
On February 14, 2011, the Pretreatment, Emergency Response and Collection System (PERCS) Unit of
the Division of Water Quality received a flow reduction request for connections to the City of Mebane WWTP.
The letter requests an allowable flow rate of 80 gallons per day(gpd) per bedroom based on the evaluated data.
As daily WWTP data is not representative of the project area, the DMR data from the City of Mebane
WWTP (NC0021474) from January 2009 through December 2009 was evaluated to determine the peak sewage
month. The highest flow month was December 2009. Daily wastewater flows were recorded downstream of
the Holly Ridge Subdivision during December 2010. This data was reviewed by PERCS and Regional Office
staff:
Based on the data, the Division hereby grants a reduction in flow to 80 gpd/bedroom (minimum of 160
gpd for 1 and 2 bedroom residences) for sewer extension permits issued tributary to the City of Mebane
WWTP.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connections .

Project Narrative:
Montclair Subdivision consists of 6 single family lots and associated utilities, open space, and
sidewalks on 2.04 acres of land.The homes will be two story four-bedroom units. The site is
located on S. Eleventh Street and E. Oakwood Street in Mebane, North Carolina and identified
with Orange County Parcel PIN #9825-31-5555. The development of this site will require a
public sewer extension to connect to the City of Mebane sewer system.The gravity sewer
extension will consist of 3 new manholes and 542.51 LF of 8" SDR-35 PVC pipe, 143.34 LF of 8"
DIP pipe. The new sewer mains will connect to two existing City of Mebane sewer manholes
located on the south side of E. Oakwood Street.
Wastewater Flows:
4-bedroom residential homes @ 80 gpd/bedroom
6 homes x 4 bedrooms/home x 80 gpd/bdrm

Hello Chris and William,
After reviewing the Fast Track Sewer System Extension Application for Montclair Subdivision,
additional information is required in order to further process the application. Please provide the
following information by November 30,2023, and note that the requested information must be
submitted within 30 days of this request, or the applicant will be required to submit a new
application and application fee in accordance with 15A NCAC 02T.0107.
1. The topographical map submitted is not sufficient. According to Section F of the Application
Instructions, an 8.5-inch x 11-inch color copy of a USGS Topographic Map should clearly
identify the project area, including the closest surface waters, general location of the gravity
sewer, pump stations, and force mains, and the downstream connection points for the
receiving sewer. Please provide the required map according to the application requirements.
15A NCAC 02T.0107 Staff Review and Permit Preparation states:
• "(2) (e) If an application is accepted and later found to be incomplete,the applicant shall be
advised how the application or accompanying supporting information may be modified to
make it complete. The staff shall advise the applicant:
(2) if all required information is not submitted within 30 days, the project will be
returned as incomplete. Any resubmittal of a returned application shall be accompanied
with a new application fee."
