Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. We engaged a surveyor to complete a topo survey. We used the topo data to design the smallest area of impact possible while still achieving the objective of the proposed segmental wall. We also have increased the height of the wall over 4 ft. which will minimize the impacts. We could have kept the wall shorter than 4 ft and not had to engage a wall designer, however in trying to minimize the impacts, we felt this was a better plan of action. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. We will use larger equipment that will allow placement of the fill & installation of the wall from the upper side of Zone 2. This will prevent having to disturb zone 1 during installation of the proposed impacts. We will also install hazard fencing along the Zone 1/Zone 2 line to protect Zone 1 from any possible impacts during installation of the proposed impacts. E. Diffuse Flow Plan la. The original plan was to grade a slope from the back of the house and tie into the existing grade at the 50' buffer. Upon a site visit from the HOA, this property owner was informed the slopes would not be approved as graded. The proposed retaining wall will provide slopes around the property that will comply with the minimum slope requirement of 3:1 within this subdivision. H.
